Stemmons Freeway, Suite 280 Lewisville, TX 75061 RE: Forest Cove Estates, Preliminary Plat Dear Mr. House: This letter is to inform you that the Forest Cove Estates, Preliminary Plat, to allow the development of an 88-1ot single family residential subdivision on 26.65 acres of property located along the south side of Sandy Lake Road between Coppell Road and Whispering Hills Drive, was recommended for approval by the Coppell Planning and Zoning Commission on Thursday, February 20, 1997, subject to the Engineering comments (attached) and the following conditions: 1) Newport Drive needs to be extended from Devonshire into this property. 2) Summer Cove needs to be a cul-de-sac as opposed to entering into Sandy Lake Road. 3) Two alleys need to be realigned -- one along Forest Ridge; one relocated to Timber Hill Cove. 4) The Planning Department will recommend to Council that certain alleys be waived in Block E, Lots 1-4, 43 & 44 and in Block A, Lots 1-5. 5) The Homeowners Association Agreement will be available for the City Attorney's review prior to Final Plat submission. 6) The sidewalk/wall easement adjacent to Coppell Road needs to be a minimum of 8' wide. 7) Illustrate on the Landscape/Irrigation Plan the elevations of the brick masonry screening wall along Coppell Road intended to screen the rear yards of the single- family lots, as well as the required living screen for the side yards of the single family lots and for the Forest Ridge cul-de-sac which approaches Coppell Road. 8) Illustrate on the Landscape/Irrigation plan the elevations of the pedestrian and bicycle ~s at Forest Ridge cul-de-sac to the south, along the east side of Coppell Road extending to Wilson Elementary School. This would involve the reworking of the drainage ditch along Coppell Road. 9) Supply a letter from Lone Star Gas Pipeline allowing pavement to be placed on top of their 50'-wide easement. 10) Adjust the Landscape/Irrigation Plan to reflect the 30' TU Electric easement along Sandy Lake Road, as well as the Common Areas 1 through 3. 11) Street names of Whisper Cove, Timber Hill Cove, Summer Cove and Whispering Woods Drive need to be changed. The date scheduled for consideration by the Coppell City Council is Tuesday, March 11, 1997, at 7:30p.m. A representative for this case must be present at this meeting. Failure to represent this item may result in the denial of this application. City Council has instructed staff to include in its agenda packets only those items which accurately reflect conditions as recommended by the Planning and Zoning Commission. The submittal deadline for revised drawings is 12 noon, Thursday, February 27, 1997. Therefore, please submit 17 folded copies of the revised drawings, plus three 8 1/2' x 11' paper reductions on or before that date. The drawing which requires change in order to comply with Planning and Zoning recommendations is: Preliminary Plat, Landscape Plan, Irrigation Plan. Show sight visibility triangles at subdivision entrances as per the City of Coppcll ordinance. The sight visibility triangles must be based on the location of the future back of curb on Sandy Lake Road. 2. The City would like you to look at realigning Whispering Hills with Summer Place Drive to the north of Sandy Lake Road to ensure that both streets would have access to the future median opening when Sandy Lake Road is improved. 3. Provide a letter from Lone Star Gas allowing pavement to be placed on top of their easement and to allow for City utilities to cross the easement. 4 Impact fees will be required. 5. Provide street connection to Devonshire at lot 12, Block E. 6 Pedestrian & bicycle access needs to be provided to the south to Wilson Elementary School along Coppell Road. This would require reworking the drainage ditch along Coppell Road. Water & Sanitary Sewer Layout: 7. Fire hydrant location must be approved by Fire Marshall. 8. Connect the water line in Forest Ridge to Coppell Road.
