HISTORY: There has been considerable history on this parcel. In mid-1998, a
preliminary plat was approved by both the Planning Commission
and City Council. After the Final was approved by Commission, it
was forwarded to Council and received approval on September 8 of
the same year. A Final Plat must be fried for record within six
months of final approval. Because of a misunderstanding between
the engineer and the City dealing with impact fee payments, the
plat was not filed within the six-month time limit. On March 9,
1999, the applicant requested Council to extend the Final approval.
Council declined, which precipitated this re-application for Final
Plat consideration.
TRANSPORTATION: Coppell Road is a C2U, two-lane undivided roadway currently
built as a two-lane asphalt road within a 72.5-foot r.o.w.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for
single-family residential uses.
DISCUSSION: As outlined in the history section of this report, a final plat has already
been approved for this property. However, because the applicant did not
file the plat with the County within six months of the final Council
approval, it must re-submitted for consideration. Hence, the reason for
this hearing. Since the original application, the property has changed
hands, and is now owned by Ryland Homes, a predominantly single-
family homebuilder. Although staff would have preferred this application
being resubmitted as a zoning case for single-family uses--and, in fact,
the applicant was willing to do just that--there was reluctance on the part
of Council to entertain any zoning change on this property. That fact
makes the possibility of this parcel being utilized for single-family uses
moot, so we are faced with the task of evaluating this final plat for
duplex development. In reviewing the application, we find that the
applicant has abided by all major conditions of the original plat.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the Deer Run Final Plat subject to the
following conditions:
-City Attorney review and approval of the HOA document
-All other reviewing entity comments (attached)
