Dear Mr. Sieb:
Please allow me to address an agenda item slated for today's Planning & Zoning
Commission Meeting. Action Item 10 describes a final plat approval for "Deer Run",
allowing development of 56 residential duplexes located at the northwest corner of Ruby
and South Coppell Roads. While outside the 65 LDN noise contour, this property is
located an estimated 0.25 miles east of the extended centerline of Runway 17L/35R,
approximately 4.4 miles from the north end of the runway. As a result, it is subject to
aircraft overflights primarily from arriving aircraft. A review of jet traffic over this area
indicates that arriving jets are typically 1,500 to 2,000 feet MSL (Mean Sea Level).
Based upon this data and the number of DFW Hot Line noise calls received from
Coppell since opening Runway 17L/35R, it is DFW International Airport's
recommendation that residential, hospitals, schools and church facilities should not be
constructed on this site. DFW International Airport does not have any legal authority
outside the 65 LDN noise contour; however, we wish to raise the City's awareness to
future noise problems for this new proposed development. At a minimum, we
recommend that a notice be attached to the title of the property to inform subsequent
buyers that the area is subject to routine aircraft overflights, sight and sound.
