The first Replat for Lot 3C and a portion of Lot 5R was approved by Council on April 9, 1996. Replat for Lots 1-5 was approved by Council on August 8, 1996. Most recently, Council approved a replat for Tract 5 on July 8, 1997. TRANSPORTATION: Royal Lane is a C4D/6 four-lane divided thoroughfare in a right- of-way containing 110 feet of dedication (adequate for a six-lane divided thoroughfare). Northpoint Drive is a C4D four-lane divided thoroughfare in an 80 foot right-of-way. Item// 11 SURROUNDING LAND USE & ZONING: North - vacant; "LI" Light Industrial South - MEPC office/warehouse facility; "LI" Light Industrial East - vacant; "LI" Light Industrial West - vacant; "LI" Light Industrial COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for light industrial and showroom uses. DISCUSSION: The site plan shows a predominantly warehouse/distribution facility being proposed along the west side of Royal Lane. Only 5 % of the facility will be used as office. The truck courts are located on the south side of the building adjacent to Northpoint Drive. The applicant is requesting Council to modify the brick masonry screening wall requirement to allow a 6 foot high living screen wall to conceal the track court. The elevations show the exterior facade to be mostly aggregate with a smooth, f'mish concrete cornice with sandstone palm finish. On the four corners of the building the elevations show tinted glass storefronts, sandstone painted tilt wall panels, medallions and reveals with a charcoal green cornice. The landscape plan complies with city code. Most of the feature landscaping is being proposed along Northpoint Drive with 6 foot high berms with Live Oak and Bald Cypress trees on top of the berms. Along Royal Lane, the landscape perimeter buffer will also contain 3 foot high berms with Live Oaks and Nellie R. Stevens being planted on top of the berms. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the replat and the site plan subject to the following conditions being met: 1) Change Thweatt Road to Sandy Lake Road on the vicinity map on the site plan. 2) City Council modification of the screening wall requirement to allow a 6 foot high living screen. 3) Payment of impact fees (see Engineering comments).
