The first Replat of Lots 1-5 was approved by Council on August 8, 1995. Replat of Lot 3C and portion of Lot 5R was approved by Council on April 9, 1996. TRANSPORTATION: Royal Lane is a C4D/6 four-lane divided thoroughfare in a right- of-way containing 110 feet of dedication (adequate for a six-lane divided thoroughfare). Gateview Drive is a C2U two-lane undivided collector street in a 60 feet right-of-way. SURROUNDING LAND USE & ZONING: North vacant; "LI" Light Industrial zoning South - vacant; "LI" Light Industrial zoning East Quill building; "LI" Light Industrial zoning West - vacant; "LI" Light Industrial zoning Item # 9 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for light industrial and showroom uses. DISCUSSION: The purpose of this replat is to create a single 27.85 acre lot to accommodate the construction of a 297,902 square foot office/warehouse facility with anticipated future construction of additional buildings on this site. Technically, the replat meets city requirements. Applicant received a variance from the Board of Adjustment to allow for a living screen of the loading area and truck court facing Gateview Boulevard in lieu of a 6 feet brick screening wall. The landscape plan shows a 4 to 6 foot high berm with trees on top extending adjacent to Gateview Boulevard for about 500 linear feet. Typically, the parking spaces along Gateview Boulevard are required to be screened with a 30" high hedge but Staff is of the opinion that a living screen which adequately screens a loading dock area will appropriately blocks a parking area. The Board also granted a variance to allow for the elimination of one planter island, as well as its accompanying landscaping and irrigation, in that same loading dock area. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the replat subject to the following conditions to be met: 1) Provide a citation referencing the recordation of Tract 5 of Freeport North. 2) Replace the Final Plat reference in the City Secretary's signature block with Replat. 3) The tree count shown on the Landscape Tabulation on the Landscape Plan (L. 1) does not match the tree quantities shown on the Plant List, they must match. 4) Modify L.2 Landscape Plan to reflect the plant material changes shown on L. 1 Plan. ALTERNATIVES: 1) Recommend approval of the request 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
