HISTORY:
The final plat for Freeport North was approved by City Council on
August 8, 1984.
TRANSPORTATION:
Royal Lane is a C4D/6 four4ane divided thoroughfare in a right-
of-way containing 110 feet of dedication (adequate for a six-lane
divided thoroughfare). Northpoint Drive is a C2U two-lane
undivided collector street contained within an 80 foot fight-of-
way.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the area as suitable for
Light Industrial uses.
DISCUSSION:
This proposed 117,000 square foot office/warehouse facility will join the
rapidly expanding list of industrial users along Royal Lane, such as Gulf
Beating, Craftmade International, MEPC and Four Seasons, providing a
dynamic synergy to Coppell's corporate community. Generally, this
replat meets most of city regulations. Applicant will be required to plant
a tree for every 50 linear feet of perimeter landscape area against the
southern and eastern property lines. The trees will not only enhance the
aesthetics of the parking area but also will act as a buffer from eventual
corporate neighbors.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of this replat subject to the following conditions being met:
1)
Correct the reference to Lot 1, Royal Business Center in both the City Secretary
signature block and the Myers & Crow signature block.
2)
Correct typographical errors on the Site Plan with regards to the two curb ramp
references.
3)
The perimeter landscaping area against the southern and eastern property lines must
contain a tree for every 50 linear feet.
4) Submit 5 copies of the signed and sealed irrigation plans.
5) Compliance to Engineering Department recommendations.

The drainage system located at the southeast corner of this development was not designed
tO handle the 100 year storm event as required by the City's Subdivision Ordinances.
Therefore, it may be necessary to have onsite detention.
Robertson, and Sheehan voting in favor of the motion and Councilmember Sturges voting against
the motion.

PUBLIC HEARING:

Gary Sieb, Director of Planning and Community Services, made a presentation to the Council.
Mayor Motion opened the Public Heating and ask~ for those persons wishing to speak
regarding this proposal. There were none. Councilmember RobcrUon moved to close the
Public Hearing and approve a Replat of 7.1784 acres out of Freeport North, Final Plat, to create
a new lot that will allow the development of a 117,260 square foot office/warehouse building
located at the southeast comer of Northpoint Drive and Royal Lane. Councilmember Sturges
seconded the motion; the motion carried 6-0 with Mayor Pro Tem Mayo and Councilmembers
Alexander, Sturges, Watson, Robertson, and She,hah voting in favor of the motion.
13. N~u'y action resulting from Executive Session.
No action was necessary under this item.
14.
City Manager's Report.
City Manager Jim Witt advised that the City is anticipating formal approval of the
Articles of Incorporation of the 4B Economic Development Corporation and as soon as
that has been received the Board can begin formal meetings.
City Manager Jim Witt announced that Kathleen Roach had been named as the new City
Secretary effective 5:01 p.m. September 6, 1996.
City Manager Jim Witt stated that there will be a hearing on the tax rate .6686 on the
27th of August.
Councilmember Alexander inquired as to commendation for firefighters and City
Manager Jim Witt confirmed that there would be a presentation at the August 27, 1996
meeting.
