Box 478 Coppell, TX 75019 Re: Thoroughfare Plan Adjustment Dear Sir: NCH Corporation owns the approximately 140-acre tract of land located just north of Bethel Road, south of Ruby Road and west of Coppell Road. Freeport Parkway exists within the city of Coppell from Interstate 635 to Bethel Road, which it intersects just south of this property. The Coppell Thoroughfare Plan proposes Freeport parkway to continue north through the NCH tract, crossing Ruby Road approximately halfway between Coppell Road on the east and State Street on the west. We would like to formally request that the city modify the Thoroughfare Plan to show Freeport Parkway transitioning westerly to the existing State Street right-of-way as shown on the accompanying sketch. As we have discussed in person with you previously, we believe this change is prudent and beneficial for the following reasons: 1) This adjustment would not change either its current intersection with Bethel Road to the south or its proposed interchange with SH 121 to the north, as shown on the Thoroughfare Plan and the current State Highway Improvement Drawings. In other words, Freeport Parkway would still go from point A to point B. 2) The current Thoroughfare Plan alignment of Freeport Parkway north of Ruby Road goes through an area where there is no existing right of way: this change to the State Street alignment would require less right-of-way acquisition. April 28, 1989 Page Two 3) The current plan shows Freeport crossing Cottonwood Creek at a location where the Flood Plain is wider than at the existing State Street crossing. It follows then, that this change could result in a lower bridge and roadway improvement cost 4) The current plan shows Freeport intersecting another major thoroughfare {Sandy Lake/Thweat Road) at a 45 degree angle. This proposed modification would move this to where it would be a city-recommended 90 degree intersection. 5) This adjustment is completely consistent with the Thoroughfare Plan change proposed by the Coppell Commercial Land Owners Association, currently under review by the City. 6) We are coordinating this alignment and the resulting roadway geometrics with the City and our immediate neighbor to the north to assure a smooth transition to the State Street corridor and a proper intersection with Ruby Road. Please advise us as to what we can do to facilitate this modification. Thank you.
