A condition of the replat was the City Council's approval of the proposed abandonment of 16,807 square feet of Exchange Circle and dedication of 5,820 square feet, allowing for the relocation of the cul-de-sac from Lot 3A to Lot 3C. The City has no utilities in this easement. The franchise utility companies have stated that they do not have utilities in the easement and no plans to utilize the easement in the future.
