The property was platted originally in 1990 and replatted several times since. TRANSPORTATION: South Freeport Parkway is a C4D/6 four-lane divided collector built to standard within a 95'wide right-of-way capable of accommodating a 6-lane divided thoroughfare. Gateway Boulevard is a C4U four-lane undivided collector built to standard within a 70'-wide right-of-way. Fritz Drive is a C2U two-lane undivided collector built to standard within a 65'-wide right-of-way. SURROUNDING LAND USE & ZONING: North- Vacant; LI South- Vacant; LI East - Vacant; LI West - Fritz Industries; LI Item # 10 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for freeway office uses. DISCUSSION: The purpose of this replat is to create a new lot in the Gateway Business Park that will accommodate the development of a 150,017 sf office/warehouse facility. On the original Gateway Business Park plat, variances were granted with regards to landscaping. Although Freeport Parkway is a secondary image zone, no trees will be permitted along the western right-of-way because of the existing overhead electrical transmission line. Only shrubs less than 15' in height are permitted to be planted along the west right-of-way of Freeport Parkway. This replat abides by previously approved variances. The submitted site plan indicates that the building will front on Freeport Parkway with the truck court located behind the building. A 3' high berm is being proposed to screen the truck court along Gateway Blvd. and Fritz Drive. Staff is of the opinion that a solid 6' high masonry wall screen would better screen the loading areas from both collector streets. The applicant should indicate on both the site and landscape plans that a variance is being sought for a living screen in lieu of a masonry wall. The plan also indicates a future parking area extending eastward along the Freeport Parkway frontage. In reviewing the landscape plan, staff has verified that the applicant had met the city landscaping requirements with the future parking pavement in place. Note that due to overhead power lines along Freeport Parkway, Crape Myrtles were used instead of canopy trees as requested by TU Electric. All parking spaces fronting street rights-of-way are screened with a 30" high Bm'ford Holly screen. The proposed two 3 foot high berms along Gateway Blvd. and Fritz Drive show 7' high Austrian Pines planted on top of the berms. The building elevations show a two-tone painted concrete panel building with tinted windows structure. The loading docks are painted to match the building. Paint color should be specified on the elevations. Only 3 % of the structure will be used for office space, the remaining 97 % of the space will be used for warehousing goods. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of the replat and site plan subject to the following conditions being met: 1) Staff recommends that a solid 6' high masonry wall screen the loading areas from Gateway Boulevard and Fritz Drive. Item # 10 2) Show on the Landscape Plan the 20' Hike and Bike easement along Freeport Parkway. 3) Specify paint color on the Building elevations.
