LOCATION: SIZE OF AREA: Southeast corner of Sandy Lake Road and Whispering Hills Drive. Approximately 8.95 acres of property; 35 residential lots CURRENT ZONING: SF-7 (Single Family-7). REQUEST: Final Plat. Applicant obtained an alley variance from Council on January 28, 1997, and was to resubmit his plat to the Planning and Zoning Commission without alleys. On March 20, 1997, the Planning and Zoning Commission recommended approval of the preliminary plat and it was approved by City Council on April 4, 1997. On August 11, 1998, Council granted a nine-month extension to allow for final plat submission within 18 months after City Council approval of the preliminary plat (4/8/97) TRANSPORTATION: Sandy Lake Road is a two-lane asphalt road within a variable-width right-of-way, shown on the thoroughfare plan as a C4D four-lane divided collector street to be built within a 110'-wide right-of-way. Whispering Hills Drive is a two-lane undivided residential street within a 50'-wide right-of-way. Item # 12 SURROUNDING LAND USE & ZONING: North- South - East- West - Shadydale Acres residential subdivision; SF-12 Whispering Hills residential subdivision; SF-12 GTE Switching Center; R Forest Cove Estates; SF-7 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for medium-density residential use. DISCUSSION: With the granting of the alley variance, the proposed subdivision plan now conforms to the provisions of the Subdivision Ordinance. StaWs concern pertains to the Lone Star Gas Easement located along the southern property line of this subdivision. The 30'-wide strip will be dedicated to the adjacent homeowners of Whispering Hill Addition by a separate replat. The applicant has indicated to staff that the replat will be submitted for review during the next developmental review cycle. The plat notes that fencing, landscaping, pool decks and portable accessory building with concrete foundation will be allowed on the property that lies within the Lone Star Gas easement. No permanent structures will be allowed in the easement. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The plal~ning staff recommends approval of the replat subject to the following conditions being met: 1) Submit for staff review the Replat of the Whispering Hills Addition for the next development review cycle. 2) Modify notation//4 under Notes on the Final Plat to read "As part of all executed monetary contracts a disclosure letter must be given to home buyers indicating that due to the proximity of DFW and Love Field Airports, there may be occurrences of ambient aircraft noise due to aircraft overflights'. 3) Correct adjacent zoning of Whispering Hills subdivision to SF-12. 4) The Homeowners Association document will have to be approved by the City Attorney prior to the final plat being recorded at Dallas County. 5) Label Georgian Drive on the Landscape Plan. Item//12 6) Landscape plan must be signed and sealed by a Landscape Architect or bonfide nurseryman. 7) Irrigation plan must be signed and sealed by a licensed irrigator. 8) This development is impacted by the Park Development ordinance stipulating a fee of $1,285 per dwelling unit.
