Review Comments Dear Ms. Bowman: Please find enclosed two (2) copies of the above referenced plat and plans revised per comments from the February 27, 1990 meeting of the Development Review Committee. We offer the following responses to issues raised by the review comments: I. Santa Fe Pacific Realty Corporation is committed to "Gateway Boulevard" as the name for the four lane road through this project. This street name was approved on the preliminary plat of Park West Commerce Center. II. Landscaping & Irrigation A. Landscape Installation 1. The entry feature at the intersection of proposed Gateway Boulevard and Freeport Parkway and the Landscape feature at the intersection of proposed Gateway Boulevard and Cotton Road shall be installed upon completion of the Gateway Boulevard Construction as shown on the conceptual streetscape - Phase I plan. 2. The area adjacent to the parkways for Gateway Boulevard and Freeport Parkway shall receive a berm treatment under the Phase I Landscaping. No planting materials will be installed along the parkways (except as noted under 1 above) until individual building sites are developed. Turf Hydroseeding will be used to prevent erosion. No trees or shrubs will be allowed within the T.U. Electric estimate along the west side of Freeport Parkway. We have requested that T.U. Electric formally submit a letter to this effect. We have attached a copy of the easement for your review. Please note that the easement permits T.U. Electric the right to remove and keep removed any trees or shrubbery that in T.U. Electric's sole judgement is necessary to prevent interference with the operation of their facilities. B. Irrigation 1. Irrigation systems will be designed and installed to meet the City of Coppell's standards and shall be sufficient to maintain the planted materials. 2. Phase I irrigation shall be installed at the entrance features on Gateway Boulevard including the parkway and median adjacent to the entry. 3. The Phase I bermed areas shall receive minimum irrigation to maintain a turf cover on the street side of the berm. 4. All areas to be landscaped under future phases shall received full irrigation systems as described for Item 2 above. C. Owners Association 1. At this time it is the owners intent to retain ownership of the property. Building sites will be developed as build to suit or spec buildings to be leased to individual users on a tenant/landlord basis. 2. The owner, to protect his interests reserves the right to maintain all landscaping within public rights-of-way adjoining his property including medians and parkways. 3. The owner will maintain all landscaped areas retained under his ownership in accordance with the City of Coppell subdivision and landscaping ordinances. ALBERT H. HALFF ASSOCIATES, INC. The median cuts shown on the conceptual landscape plans are preliminary locations only and will be located as required to meet individual building site requirements. 2. The median cuts will be constructed to the City of Coppell standards. III. In regard to the right-of-way width of Gateway Boulevard within 300 feet of the intersection, a formal request for a revision of the thoroughfare plan has already been submitted. IV. The proposed sewer main extension along Cotton Road currently shown on the plans provides adequate service for part of Block 1 under Santa Fe's land use plan. The remainder of Block 1 will be served by the proposed sewer main in Gateway Boulevard. V. The note regarding the capacity of the existing 12-inch sewer adjacent to this development is not clear. Please prepare a letter detailing what information is needed. VI. Note number 8 on the preliminary paving and drainage plan states that the temporary ditch will be maintained by the property owner. Separate instruments will be prepared for required easements outside the limits of the plat. The following variances to the Subdivision Ordinance are requested by this letter: 1. The landscaping of parkways shall be completed as the individual lots are developed. 2. All applicable fees shall be paid by the lot owners as the individual lots are developed. 3. Although Freeport Parkway is a secondary image zone no trees will be permitted along the west right-of-way because of the existing overhead electrical transmission line. ALBERT H. Temporary drainage to be carried by grass lined channel without concrete invert or brick facing on headwalls, channel to be enclosed pipe system as individual lots are developed.
