The City is making every effort it can to accommodate this project. However,
without changing the zoning district staff cannot approve the site plan
unconditionally as submitted, nor can the Planning and Zoning Commission, nor
even the City Council, because it does not observe landscaping regulations. The
only body with authority to vary a zoning regulation is the Board of Adjustment,
as long as, due to special conditions, a literal enforcement of the ordinance would
result in unnecessary hardship and substantial justice is done. While the applicant
is entitled to appeal to the Board of Adjustment, it is difficult to imagine what
special conditions there might be on a 23-acre site that is flat, has access on three
sides, and is not overly irregular in shape, so as to cause unnecessary hardship for
the construction of a building. Also, the Board would need to ask itself if the
granting of a variance would result in substantial justice being done? In the eyes
of GTE that answer may be a resounding "yes". However, in the eyes of Lucent
Technologies, which has observed the City's landscaping regulations, the answer
may not be so favorable. To keep the project on a fast track it may be prudent to
revise the site plan to comply with landscaping regulations.
On its revised landscape plan, staff requests that the applicant to provide the
following landscaping information:
a) Total Square Feet of Required Perimeter Landscaping:
I) Off-street Parking adjacent to street r.o.w.: 15' buffer from
edge of pavement.
II) Off-Street Parking adjacent to all other property lines: 10'
buffer from edge of pavement.
b) Total Square Feet of Provided Non-Vehicular Area: Show square feet
of landscaped area around the buildings, along SH 121 and along the lot
line separating the two lots.
c) Specify the type of special paving and decorative rocks being proposed
at the two building entrances.
d) Fumish elevations of trellis.
e) A 30" high hedge or berm is required to screen the parking adjacent to
eastern lot line of Lot 1. Also, the dwarf burford holly being proposed to
be used to screen the cars along Corporate Park Blvd., SH 121 and
Coppell Roads, must be 30" high at the time of planting.
f) Show location of the monument signs on the Landscape Plan.
g) The proposed landscape treatment along SH 121 does not follow the
spirit of the recommendations of the Comprehensive Master Plan nor the
CIVIC Report. Staff requests additional evergreen shrubs be planted
along SH 121, as well as substituting the Sweetgum trees with Chinese
Pistache or Live Oaks along SH 121.
h) Correct parking space dimension to 9' x 19' or 9' x 17' with a 2 foot
overhang.
I) The City does not have a standard for loading docks for an office
building. Based on standards used in other surrounding communities, we
think 3 loading spaces should be required for 500,000 sfofoffice space.
Specify building material and colors on building elevations and on monument
sign elevation. Bring to the August 6th Development Review Committee meeting
samples of all exterior building materials.
Modify Site Tabulations on Site Plan to match information on the Replat and
Minor Plat.
Modify the following items on the Replat/Minor Plat:
a) City Secretary's Signature block. (see attachment)
b) Provide the floodplain administrator's signature block. (see attachment)
c) The Denton/Dallas County Line is incorrectly shown. Delete it.
d) Consolidate the TU Electric and Lone Star Gas Signature line as one.

Staff written comments will be faxed to each applicant.
Please revise plats, landscape plans, and utility plans based on staff recommendations.
Should applicant disagree with staff comments please provide reasons why staff
recommendations should not be followed when you attend the August 6th Development
Review Committee (DRC) meeting.
Each applicant will bring one new set of revised plats and plans to the August 6th DRC
meeting. Applicants will be asked to show, explain and defend any revision. An Engineer for
the project or other representative is urged to attend the meeting.
Applicant will have till noon Tuesday, August llth to resubmit eighteen (18) folded copies of
revised plans and three (3) reduced paper copies (8 1/2 X 11) of each exhibit to the Planning
Department.

All subdivision proposals shall have the boundaries of the 100-year floodplain
and floodway clearly shown on the preliminary and final plat.
All lots within or adjacent to the 100-year floodplain shall have the lowesl
floor elevation for each building site shown on the f~na! plat.
When any part of a subdivision lies within or adjacent to the 10(byear
floodplain, a permanent bench mark tied to a desi?nt,-d National Geodetic
Vertical Datum marker shall be established within the subdiv~on at ~u
accessible location The bench mark and tie shall be located and referenced
with all pertinent information on the final plat along with a registered public
surveyor's seal.
When any part of a completed subdivision is within or adjacent to the
year floodplain, the following note must be placed on the final plat:
