Consulting Traffic Engineer February 1993 EXECUTIVE SUMMARY The plan for the Coppell Elementary School No. 7 is being con- sidered for appproval by the City of Coppell Planning and Zoning Commission and the City Council. The plan will be considered in March and April of 1993. A traffic study of the plan and its effects on the area is required. The details of the study are given in the following pages. The traffic study includes a review of the proposed site plan for the school, a review of the local traffic situation, an analysis of the impact the new school will have on local traffic, analysis of the need for new traffic signals at the two intersections most effected by the school, consideration of pedestrian traffic circulation to and from the school and recommendations of steps that might be taken to enhance the smooth operation of both pedestrian and vehicular traffic around the school. The results of the study may be summarized as follows: The proposed plan will provide safe and efficient access and circulation of both pedestrian and ve- hicular traffic around the site. The school will not significantly impact the traffic flow on either roadways or intersections in the area. School bus and staff traffic and parent and visitor traffic should be encouraged to approach and leave the school from opposite directions on Heartz Road to the extent possible. e Pedestrian access to the school would be enhanced by the establishment of designated crossings of Heartz Road and Parkway Boulevard protected by a reduced speed limit school zone. The school will not create the need for traffic sig- -hals at either the Heartz/Sandy Lake intersection or the Heartz/Parkway intersection. e Traffic circulation on Heartz Road in front of the school would be enhanced by the establishment of a parking restriction on the east side of Heartz Road. SITE PLAN REVIEW The location of the site for the new school requires that all access be off of Heartz Road. This 45' B-B roadway is wide enough to operate with two moving lanes of traffic in each direction. The site is served by three driveways off of Heartz Road. The northern most driveway is 30' wide with 20' radii and is the designated access way for school buses and the school staff. The bus circulation aisle is 30' wide and encircles a staff parking area. The staff parking area is separated from the bus lane and provides 64 90° parking spaces, including two handicapped accessible spaces. Pedestrian walkways are provided in the staff parking area. A pedestrian walkway is provided in the southern portion of the staff/bus access area so that students can leave the buses and proceed directly into the school. The middle driveway, which is the entrance to the parent/visitor area, is separated from the staff/bus entrance by 95'. The parent/visitor access is to operate one-way in a counter clockwise direction with flow established by the use of "one way" and "do not enter" signs at the two driveways. Both drives for the parent/visitor area are 24' wide and are separated from each other by over 410'. The southern most driveway is 43' from the sourthern property line for the school along Heartz Road. The parent/visitor area includes a parking area which is separated from the one-way circu- lation aisle. 30 90° parking spaces are provided, including three handicapped accessible spaces. The aisle is a constant 24' wide and provides adequate space for a drop-off and pick-up lane on the right and a by-pass lane on the left. A continuous sidewalk is provided along the west side of the circulation aisle so that students can be safely dropped off or picked up at any point in all types of weather. A pedestrian walkway is also provided in the parking area. Firelight ~ay is the only drive or street that inter- sec~ts Heartz Road opposite the school. It intersects the road north of the southern driveway at the parent/ visitor area. Therefore, there will be no traffic proceeding directly across Heartz Road. Bus and staff traffic can access the site from the north to make a right turn into the drive. They can avoid conflict with most of the parent/visitor traffic by turning left or north upon exiting and returning to Parkway Boulevard. The parent/visitor traffic can en- ter the site from the north by making a right turn into the entrance driveway. Upon exiting, they can either make a left turn to Parkway Boulevard or turn right and go to Sandy Lake Road or other points south. Parents -1- Parents or visitors approaching from the south can make a left turn into the entrance drive and a right turn to return. To approach the site from the west, traffic would pro- ceed east on either Parkway Boulevard or Sandy Lake Road. From Parkway Boulevard, a right turn onto Heartz Road is required. From Sandy Lake Road, a left turn would be made onto Heartz. From the north, access would be by way of Parkway Boulevard with a right or left onto Heartz Road. Return would require a left turn from the exit and a right or left at Parkway. From the east, ~traffic would proceed west on either Parkway Boulevard or Sandy Lake Road. From Parkway, a lef~ turn would be made onto Heartz Road. From Sandy Lake Road, a right turn at Heartz would bring the parent or visitor to the school. From the south, access would be from Sandy Lake Road with a right or left turn onto Heartz Road. Return would take a right turn from the school exit and a right or left turn onto Sandy Lake. Since this school is planned to serve the area north of Sandy Lake Road and east of Denton Tap Road, most of the parent/visitor traffic can be expected to approach from the east on either Parkway Boulevard or Sandy Lake Road. EXISTING AREA TRAFFIC SITUATION The location of the new elementary school is in the north central part of the city of Coppell. The area to the north is planned to be residential up to the Denton Creek flood plain. Residential subdivisions are how under construction directly across Heartz Road from the site, along the south side of Parkway east of Heartz Road and also on the north side of Parkway Boulevard east of Denton Tap. Immediately to the north of the site is a day care center site which extends up to the Parkway intersection. To the north and west and con- tig~ous to the site is the City of Coppell City Hall. To the west is currently undeveloped land which is planned to be part of a "Town Center" development, which extends west to Denton Tap Road and extends from Sandy Lake Road to Parkway Boulevard. Immediately to the south is a library site and further south a residential subdivision under construction. The resi- dential subdivisions and the library can be expected to be in place when the school opens. A. Existing Roadways The significant roadways serving the site are Heartz Road, Parkway Boulevard, Sandy Lake Road and Denton -2- Tap Road. Heartz Road - This 60' Row, 45' B-B reinforced concrete roadway is a two lane, undivided col- lector street according to the CitY of Coppell Major Thoroughfare plan g'iven in the Roadway Functional Classifications and Design Standards for the City of Coppell. It has a "T" intersec- tion with Parkway Boulevard on the north and extends south across Sandy Lake Road to a "T" intersection at its southern end at Bethel School Road. Parkway Boulevard - This 90' Row, four lane divided roadway .is a minor arterial according to the City of Coppell Major Thoroughfare Plan. It is the northern most through roadway in the City of Coppell. It now extends from a "T" intersection with MacArthur Boulevard on the east through its intersection with Denton Tap Road. In the future, it will be extended across SH 121, which will be the northwestern boundary of Coppell. Parkway is now a divided road from Denton Tap to west of Moore Road and four lane undivided from there to MacArthur. %~ith the exception of the City Hall and Town Center sites, Parkway Boulevard has residential de- velopment along its entire length east of Denton Tap. Sandy Lake Road - This two lane, undivided asphalt roadway is designated as a four lane divided minor arterial in a six lane Row. It is one of the two east-west arterials connecting the City of Coppell to IH 35E and Carrollton to the east, 'and SH 121 and Tarrant County to the west. Sandy Lake Road has not been improved to its planned reinforced concrete structure along any of its length. In the immediate area of its intersection with Heartz Road, Sandy Lake Road is mostly bordered by residential develop- ment. To the east at its signalized intersection with Moore Road, there is a strip retail center on the southeast corner. To the west, its intersection with Denton Tap is controlled by a major traffic signal. The Sandy Lake Road/ Denton Tap intersection is bordered on the southeast, southwest and northwest corners by retail centers. On the northeast corner is part of the future Coppell Town Center develop- ment. Plans for the improvement of Sandy Lake Road to its design standard are at present indefinite. -3- III. Denton Tap Road - This 110' Row six lane divided, reinforced concrete roadway is designated as a major arterial in the City of Coppell Major Thoroughfare Plan. It is the major north-south roadway in the City of Coppell and Connects with SH 121 and Lewisville on the north and with IH 635 and Irving on the south. North of Sandy Lake Road there is little development of the land along either side of Denton Tap. From Sandy Lake south there is a significant commer- cial and residential development along both sides of Denton Tap. B. Existing Traffic Control The existing traffic control in the area of the new school site consists largely of stop signs and traffic signals. Stop signs - The intersection of Parkway Boule- vard and Heartz Road is controlled by a stop sign on Heartz Road. The intersection of Sandy Lake Road and Heartz Road is controlled by stop signs on Heartz Road north and south of Sandy Lake Road. Along Heartz Road, the several intersecting residential street intersections are controlled by stop signs on the residential streets. Traffic signals - The intersections of Denton Tap and Parkway, as well as Denton Tap and Sandy Lake Road, are controlled by traffic responsive, multi-phase traffic signals. The signals operate independent of each other. Both signals are equipped with vehicle detection equipment and provide separate and protected phases for left turn movements from all direc- tions. Due to the distance of these signals from the site and the very small expected effect of school on traffic to the west, analysis of the operation of these two existing signals will not be done as part of this study. ' A study of the possible need for a signal caused by the school traffic at the intersections of Heartz/ Parkway and Heartz/Sandy Lake will be included later in the analysis. TRAFFIC IMPACT ON EXISTING ROADS In order to evaluate the effect that the traffi~ gene- rated by the new elementary school will have on the surrounding area, a Traffic Impact Analysis was comp- leted. The methodology of the analysis involves an -4- evaluation of the level of service or level of conges- tion on the surrounding roadways under existing condi- tions, and then a similar evaluation with the traffic generated by the school added to the system. The expected change' in congestion determines the traffic impact of the new school. ae Roadway Capacity - The amount of traffic that a roadway is designed to carry is a function of whether it is one-way or two-way, how many lanes it has in each direction, if it is divided or undivided, how many driveways are on it, the spacing and traffic control of intersections and the type of area it serves. The roadways effected by the new school are Parkway, Heartz, and Sandy Lake Road. The capacities used in this analysis are 41,600 trips per day for Parkway Boulevard, a 4-lane, divided minor arterial; 16,600 trips per day for Heartz Road, a 2-lane, undivided with parking permitted on both sides; and 18,000 trips per day for Sandy Lake Road, a 2-lane, undivided major thoroughfare. Be Roadway Level of Service - In order to determine how effectively the roadway system is carrying traffic, a measure referred to as the Level of Service has been developed. Level of Service is used to indicate the effectiveness of operation of both intersections and roadway links. For roadway link analysis, the Level of Service is a direct ratio of the link's daily traffic volume to its capacity (v/c). Definitions of the various Levels of Service for roadway links are given in the following table. -5- DEFINITIONS OF LEVELS OF SERVICE FOR ROAD%SAY SEGMENTS Level of Service V/C Ratio Ranges Description A < 0.35 Free flow; low volumes, high speed. The traffic volumes to be used in the Level of Service investigation should be those that will be present when the school opens. A 24-hour, two directional machine traffic volume count was conducted on Parkwood Boulevard both east and west of Heartz, Sandy Lake Road east and west of Heartz Road, and on H~artz Road between Sandy Lake Road and Parkway Boulevard. The result of count is fixed in the Appendix. The traffic volumes used will be a combination of the 24-hour count and the traffic generated by the surrounding new developments. At the present time, there are several vacant tracts of land which can be expected to be developed by the time the new school opens and its traffic is present. To the south is the 28,000 square foot library site which will generate 1,274 trips per day and further, a residential subdivision called Chaucer Estates with 58 lots generating 580 trips per day. Across Heartz and extending to Parkway Boulevard is a potion of the Parks of Coppell with 77 lots generating 770 trips per day. To the north on the north side of Parkway extruding from Denton Tap east is the Stonemead residential de- velopment with 89 lots generating 890 trips per day. In order to determine the LOS at the time of the opening of the school and using a worst case scenario, all of the library and Chaucer Estates traffic will be imposed on Heartz Road. In addition, 2/3 of the Parks of Coppell traffic will be imposed on Heartz and 1/3 on Parkway. All of the Stonemead traffic will be imposed on Parkway Boulevard. Ce Using the capacity volumes given above for the various roadways and the traffic volumes given above at school opening, the Level of Service ~for Parkway Boulevard, indicated by its v/c ratio, is 4674/ 41,600 = .112, or LOS of A, east of Heartz. Uest of Heartz, it is 5421/41,600 = .304, also LOS of A. These calculations are using an average daily traffic volume. The Level of Service for Sandy Lake Road is 12,224/18,000 = .679, or LOS of C, west of Heartz. East of Heartz, it is 12,587/18,000 =.699, also LOS of C. The Level of Service on Heartz between Sandy Lake and Parkway Boulevard is 3242/16,600 = .195 or LOS of A. The small amount of traffic that the new school will generate will not significantly effect the Level of Service of any of the surrounding roadways. Site Traffic Generation - The amount of traffic that can be expected to be generated by the proposed elementary school is calculated using generation rates from the September 1987 edition of "Trip Generation", published by the Institute of Transportation Engineers. Based on the expected --student population of 600, the daily trip generation will be 654 trips per day. During the a.m. peak traffic hour, the generation will be 180 trips. The distribution of trips inbound vs. outbound from the site is 60° inbound vs. 40% outbound. Therefore, the school will generate 108 inbound trips and 72 outbound trips during the a.m. peak hour. -7- IV. Since most of the service area of the new school is to the north of Sandy Lake and east of Denton Tap, most of the student traffic can be expected to ap- proach from the east, either on Parkway or Sandy Lake Road. The peak hour inbound and outbound traffic percentage assumptions at Parkway and Heartz and at Heartz and Sandy Lake are shown in the fol- lowing maps. ~hen leaving the school in the a.m. peak, 75% or more of the traffic can be expected to continue to a work destination. Of that work-bound traffic, 40% will travel south toward Los Colinas/ DF$~, 30% north toward TI/Lewisville, and 30% east on Sandy Lake toward IH 35/Dallas-Carrollton. PEDESTRIAN ACCESS TO SCHOOL Due to the close proximity of the school site to a number of single family residential developments, a significant amount of pedestrian activity can be anti- cipated during good weather. The City of Coppell re- quires that sidewalks be built along all roadways in the city. Sidewalks can therefore be expected to be in place along both sides of Parkway Boulevard east of Heartz and along the north side west of Heartz. %~alks will be provided along the school frontage, the library and Chaucer Estates on the west side of Heartz Road and along the entire east side of Heartz Road. In addition, walks will be provided along the frontage of the day care center proposed to the north of the school when that facility is built. The majority of the pedestrian traffic can be expected to approach the school from the east and will therefore have to cross Heartz road. The safest crossing arrange- ment is to provide a designated crossing location with some sort of traffic control. Pedestrians approaching from the north and east along Parkway can cross at the Parkway/Heartz intersection where the stop sign on Heartz Road will provide gaps in traffic. A large amount of pedestrians will approach from the south or directly across from the school. A designated and protected crossing at Heartz Road immediately in front of the school would be desirable. The establishment of a reduced speed school zone with pedestrian protection along Heartz Road and including the Parkway/Heartz intersection is indicated. -8- I I INBOUND SITE TRAFFIC % / Peak Hr. SIGNAL WARRANT INVESTIGATION A study was done at two intersections in the immediate area of the new school to determine if the traffic generated by the school could be expected to create the need to install traffic signal control. The two inter- sections studied are Parkway Boulevard at Heartz Road and Sandy Lake Road at Heartz Road. The methodology of the study was to do a signal warrant study of each intersection in conformance with the Manual on Uniform Traffic Control Devices published by the U.S. Department of Transportation using existing conditions to determine whether the traffic generated by the new school will cause a warrant to be met. A manual traffic count was done at each of the intersections during both the a.m. and p.m. peak three hour periods on Wednesday, 17 February 1993, and Thursday, 18 February 1993. The results of the counts are included in the Appendix. In order for a traffic signal to be installed, it must satisfy at least one of the signal warrants. In the case of the Parkway/Heartz intersection, it was considered to have two lanes per approach on the major street (Parkway Boulevard) and one lane per approach on the minor street (Heartz Road) and studied using urban -9- VI. criteria. The traffic volumes were such that less than 25% of the criteria were met using the existing condi- tions, and considering the a.m. peak hour traffic generated by the school, it will not raise the volumes on either Parkway or Heartz to a 'level to meet the criteria. In the case of the Heartz Road and Sandy Lake Road intersection, it was considered to have one lane per approach on both Sandy Lake and Heartz, and the urban criteria was used. The traffic volume on Sandy Lake Road is significant for a one lane roadway, but once again, the volume on Heartz Road from the north is less than 25% of that needed to justify a signal. The traffic generated by the school during the a.m. peak hour will only raise the approach volumes to just less than 50% of the required levels'to justify a signal. CONCLUSIONS AND RECOMMENDATIONS Based on the investigations reported above, a number of conclusions can be reached. In addition, several recom- mendations are indicated. A. Conclusions The site plan for the school is well designed to separate the parent/visitor traffic from the bus/staff traffic. The one-way circulation in the parent/visitor area, sidewalks and wide aisle are well designed to facilitate safe right side drop-off and pick- up and smooth left side bypass. The one-way operation in the parent/visitor area limits in-bound left turns to a point well separated from the exiting traffic. The width of Heartz Road (2 lanes/direction) will allow bypass of vehicles waiting to turn left if parking is controlled. 0 The 654 trips per day generated by the site will have little effect on the Level of Service of the roadways serving the site. The site will create pedestrian traffic which can be safely handled by the sidewalks required by the city if a protected crossing can be pro- vided across Heartz Road from the east. The traffic generate by the site will not create the need for traffic signals at either the Park- way/Heartz or the Heartz/Sandy Lake intersection. -10- B. Recommendations School buses and staff should be encouraged to approach the site from the north and leave to 'the north to avoid a conflict with parents and visitors. Parents and visitors leaving the school should be encouraged to go south on Heartz as much as practical to avoid the school conflict area. e A reduced speed limit school zone with protected and designated pedestrian crossings across Heartz to the east in front of the school and across Parkway should be pursued. The zone should begin on Heartz south of the school and include the Heartz/Parkway intersection.
