Dear Sirs and Mrs. Timmons:
Highland Meadow Joint Venture would like to establish for the
record its opposition to the referenced zoning change request
by the BOARDWALK GROUP (applicant), Mr. Joe Eby and Erma Ihnteldt
(owners). Our opposition is based on probable negative influence
of the proposed development on the Highland Meadow Addition
which is located within 200 feet of the subject. Further our
opposition is based on the fact we were not notified as required
by law and have not had an opportunity to properly review the
request.
Highland Meadow is located diagonally across the intersection
of Lodge Road and Sandy Lake Road to the southeast of the
property identified in the request as Western Tract #1. No
notice of the public hearing before the Planning and Zoning
Commission or the City Council was mailed to or received by
Highland Meadow Joint Venture, or the builders, Louis Crump
or Carmen Homes, even though our property lies within 200 feet
of the subject. According to the City's list of notified owners,
there was no attempt to mail notice to either the current owners
or previous owners of record. Enclosed is a plat showing the
relationship between the subject property and the Highland
Meadow Addition. The recently completed Highland Meadow
Addition contains forty-nine high quality residential lots.
These lots are presently under construction by Crump and Carmen
as custom homes. We are strongly opposed to the development
of 301,500 square feet of commerical-retail space directly
across the street. We feel such a development would negatively
impact the value of these and other single-family communities
in the vicinity of this intersection. The traffic generated
by the automobiles using this facility would have a marked
negative impact on these residential areas.

We do not feel this intersection is an appropriate location
for a retail-commercial development of the proposed magnitude.
Lodge Road is not a major thoroughfare and terminates at Parkway
Boulevard and Sandy Lake Road, being only about ½ mile in length.
In our opinion, there exists more than a sufficient supply of
already zoned commercial properties to serve the neighborhood,
being approximately 40 acres of existing commercial zoning along
Sandy Lake between Heartz Road and Georgetown Plaza at Samuels
Road.
Last, we feel the approval of this commercial and multi-family
request will begin a domino zoning effect that will alter the
character of the neighborhood north of Sandy Lake on either
side of Lodge Road. We feel it should be maintained as a low
and medium density residential area; not as a commercial and
multi-family area.
In summary, Highland Meadow Joint Venture opposes the proposed
zoning change and would respectfully request the City Council
of Coppell to deny this request. If the City Council chooses
not to deny the request, then the Highland Meadow Joint Venture
requests that this'hearing be postponed until proper legal
notice is given to all required parties and each has the
opportunity to further study the request.
