Box 478 Coppell, Texas 75019 Re: Extra capacity utilities constructed in Heartz Rd. by Park Place Addition Dear Mr. Ratliff: As requested in our meeting of August 27, 1990, I enclose herewith an estimate of the additional public utility capacity which will be constructed in Heartz Road by our company, which shall be over and above the utility installation that would be required of the Park Place Addition if it were developed separate and apart from the Heartz Road construction. The following are some explanatory comments to the cost estimates which are attached: Water Facilities: The Park Place Addition fronts on Sandy Lake Road and has access to adequate water services from that location. The only requirement along the west side of the addition adjacent to Heartz Road, under normal circumstances, would be to build a section of an eight inch water line along the west boundary to loop the water system for adequate water pressure. The cost to construct this section of water line is $14,990 vs. $98,417 for the 12" line which runs the full length of Heartz. Sanitary Sewer Facilities: It is frankly doubtful that the Park Place Addition, if developed independently of Heartz Road, would have any need to construct any new sanitary sewer facility in Heartz Road at all. There is an existing eight inch sanitary sewer line in the future alignment of Heartz Road which goes into the Denton Creek trunk line and currently provides service to the Braewood Addition located south of Sandy Lake Road. It is my understanding that there is probably sufficient capacity remaining in that sewer line to serve Park Place. In that event the entire $132,000 in sanitary sewer expenditures associated with Heartz Road would be in excess of any sewer expenditure needed for the Park Place Addition, with the exception of a connection into the existing line. However, the enclosed cost summary takes a more conservative approach and assumes that a new eight inch sewer line might be necessary for the Park Place Addition from its southwest corner on Heartz Road northward to connect to the Denton Creek trunk line. The cost of an eight inch line of this nature is approximately $97,490 versus the $132,261-for the larger line which increases from eight inches to twelve inches, and then into fifteen inches, to accommodate the capacity for the entire 236 acre sanitary sewer service area. These sizes are engineered to accept approximately 110 acres of commercial use, 49 acres of multi-family use, and 77 acres of single family use. Ratliff- Page 2 I've enclosed with this also a map prepared by our engineers for the Coppell Municipal Utility District which indicates the sanitary sewer service area which this new line will accommodate. Of the sewage capacity provided for this area, Park Place with its single-family use will utilize less than 10%. Another factor which should be considered is that 2,971 lineal feet of the total 3,491 lineal feet of sewer line assumed to be required by Park Place is offsite to the Park Place project, and will thus be available to other future development. Also enclosed are two Map I and Map 2 which illustrate the water and sewer services lines in Heartz Rd. which are to be constructed vs. those which would be necessary to Park Place as an independent development, assuming it could not use the existing 8" sewer line. Drainage Facilities: Although we did not discuss drainage facilities in Hearlz constructed by the Park Place development in the August 27th meeting, you should be aware that there are approximately $265,000 worth of permanent drainage facilities which will be constructed with the Heartz Road project, which serve approximately a ninety acre drainage area on a permanent basis. Of this drainage area, the portion of Park Place which actually drains into these improvements is two acres or 2.2%; thus 97.8% of other land area draining into these permanent improvements reflects $259,170 in permanent drainage improvements which will be available for future development. I think this information adequately supports the fact that by the construction of Heartz Road, the Park Place Addition is making a significant contribution of public utility facilities to the City of Coppell, over and beyond the facilities which the subdivision itself actually would be required to make on an independent basis, or which it might utilize through its own development. Obviously the total value involved in these excess improvements is greater than the amount of the new impact fees which might be assessed to the Park Place Addition.
