HISTORY:
There has been no development history on this parcel
other than the recent demolition of the existing house.
TRANSPORTATION:
Heartz Road is a C2U, two-lane undivided street
contained within a 60-65 foot r.o.w, and is built to
standard.

COMPREHENSIVE PLAN: The Comprehensive Plan shows this property suitable for
single family residences.
DISCUSSION:
This is a straightforward case in that the applicant has
purchased a tract of land never subdivided. He wishes to
plat the property into two residential lots, and build
houses on them. The surrounding zoning is SF-7, which
would allow lots of 7,500 square feet. The lots proposed
by the applicant each exceed 20,000 feet, so the proposal
exceeds standards of development when compared to the
surrounding area. In addition, the entire subdivision
surrounding this parcel was developed without alleys, and
attempting to place an alley behind this property is not
practical. Therefore, we do not believe it is in the best
interest of developing this property, to require alleys on
only two lots. With minor changes to the plat document
itself, staff is comfortable with this proposal.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of this minor plat with the following
conditions:
-add volume and page number to plat document
-show right of way on Sandy Lake Road
-abide by Leisure Service Department comments (attached)
-no alley requirement
Staff further advises the Planning Commission that because this plat
has minor impact upon the overall development of Coppell, and its
immediate neighborhood, and assuming the Commission has no
objection, the Planning Director will sign off on the plat as allowed
by State law.
ALTERNATIVES: 1) Recommend approval of the request.
2) Recommend disapproval of the request
3) Modify the request.
