Item #/~ CITY COUNCIL AGENDA: September 13, 1988 II. COMMENTS/RECOMMENDATION: This project comes forward after many months of work and effort by the developer, the staff, and the client. Hager Container Co. is presently located in Farmers Branch in a leased facility, but has indicated their desire to acquire and build a permanent facility. Coppell was included in the areas for possible site acquisition because Mr. Hager advised he knew Mr. Don Carter. Mr. Hager has indicated that due to a very favorable lease at his present location, it may be several years before he builds his facility in Coppell, but he has wanted to find a way to lock-in the requirements by which he would have to build this facility. Numerous meetings have been held with staff members, the City Attorney, Mark Connell, Mr. Hager, and his architect in order to work out this lock-in arrangement. The City Attorney suggested the best way to accomplish this was to plat the property and the City Council approve the plat. Several concerns as to fire lanes were initially raised, but eventually it was determined that the building set-back requirements would also be a major consideration. On the Page 2 Item # I~ listed several variances. The sixth variance plats are specifically relates to set-back requirements. We have indicated to Mark Connell and Mr. Hager that we could not accept the plat as presented and would not recommend the variance or waiver of the 60 foot set-back on all four sides. The north side of the plat is the area in question. I have previously polled the Council as to their willingness to consider this variance since it could have been referred to the Board of Adjustments and at least four Councilmembers indicated their willingess to assume responsibility consideration of this variance. We have advised Connell that we are unwilling to support the variance therefore Mark Connell has indicated he solution which conists of dedicating a easement on his propety on the north which would ensure at least the 60 foot set-back building separation for the Hager Container building. A letter from Dale Jackson to Mr. Hager confirms the City's position on this proposal. Mark Connell will submit this proposal if asked to do so by the City Council. It is staff's recommendaiton that you do this. Once Mr. Connell and/or Mr. Hager have agreed to the dedication of the building line easement, we would recommend approval of the plat and other variances. for Mark and will propose a building line Page 3 Item # i~ We would like to express our appreciation to Mark Connell for his tremendous effort to bring an industry to Coppell and for his willingness to work closely with the staff to bring this project to this stage of completion. REQUEST: Preliminary Plat approval and variances. APPLICANT: Hager Containers c/o Bill Anderson/Robert & Dowdy Engineers 16200 Dallas Parkway, Suite 100 Dallas, Texas 75248 GENERAL DESCRIPTION: Applicant is requesting approval of a preliminary plat to allow for the future construction of a container company. Box 478 Coppell, Texas 75019 214 - 462 - 0022 - PRELIMINARY PLAT STAFF ANALYSIS Several variances are being requested for this subdivision; they are as follows: VARIANCE #1: STAFF COMMENTS: Waiver of requirement of a full flow meter. The Public Works Department will be present at the meeting to discuss this issue. VARIANCE ~2: STAFF COMMENTS: Assessment for water and sewer fees be limited to office area. The Subdivision Ordinance requires that the fees for the water and sewer availability be calculated by the square footage of the entire building. VARIANCE #3: STAFF COMMENTS: Request that requirement for landscaping be determined at the time of Building Permit. Staff has no objection to this request. VARIANCE ~4: STAFF COMMENTS: Request Water and Sewer Availability Fee be assessed (100%) at the time of Building Permit. No Comment. Subdivision Ordinance requires 50% due prior to final plat, and 50% at the time of Building Permit. VARIANCE #5: STAFF COMMENTS: Dedication of an addition 5 feet Right-of-Way width. CONSULTING ENGINEERS Date: August 11, 1988 /: ~'~ ' To: Taryon Bowman ~ From: Kevin Peif fe~ Subject: Hager Containers Addition / We have reviewed the preliminary/final plat and construction plans for the above referenced project. Per the sub-division ordinance and master thoroughfare plan, Royal Lane is classified as a major thoroughfare and thus requires a 110' right-of-way. A 100' right-of-way currently exists. As a result, the staff has requested an additional 5' of right-of-waY to be dedicated along the frontage. This request will be made to all properties fronting Royal Lane as each property goes through the platting process. For your information, the reason the city requires 110' of right- of-way vs. 100' is to allow adequate width in the parkways for City utilities, other public utilities, sidewalks and landscape and irrigation. Experience has shown that this additional 5' greatly reduces the chance or need to "stack" utilities, etc. due to parkway width restrictions. The other comment we have is in regards to the construction plans. The fire lane is required per the sub-division ordinance to be 6" of concrete (3000 psi) on a 6" lime stabilized subgrade.
