Dear Jim:
The purpose of this letter is to confirm the position of Republic,
as owner and developer of Riverchase, concerning two specific points of
negotiation during this downzoning process. As you well know, on
January 28, 1992 - only two years ago - the Coppell City Council
unanimously reconfirmed the existing zoning at Riverchase. That
reconfirmation was an integral part of Republic's purchase decision.
For this reason, we believe that Riverchase zoning deserves separate
treatment from other tracts in Coppell. Nonetheless, in a spirit of
compromise, we are committed to seeking a middle ground which
accommodates moderate and reasonable viewpoints.
If the City Council will honor its recent commitment to Riverchase
zoning, I hereby commit Republic to the following obligations:
1. 40 Acre MF-2 Tract. This tract is situated south of Riverchase
Drive, and north of the railroad track. It was originally zoned MF-2 in
1985. The zoning was also designated MF-2 by the Comprehensive Plan in
1987. It is zoned MF-2 currently and is not targeted by the Planning
Commission for downzoning. Please see Exhibit A for its location.
Our commitment on this tract is to develop one and two story,
single family, for sale (not rental) townhomes which is permitted by the
MF-2 zoning. We will begin with a first phase of approximately 45 homes
and continue with other phases, so long as a reasonable market exists.
We will begin this process immediately (within two weeks) by submitting
a preliminary plat for the City's approval process. We will work with
the City Staff in a cooperative spirit to present to the Planning
Commission and City Council a single family neighborhood acceptable to
all.
2. Future CED Sales. There has been speculation that if the City
Council confirms the MF zoning at Riverchase but does not approve the
CED plat, then Republic might sell CED another MF tract with confirmed
MF zoning. We will not - period.
