Dear Mr. Hinkley:
This letter is written on behalf of residents in the Waterford addition, some of whom
have co-signed this letter with me.
Many Waterford residents have expressed concern about several issues that are not being
adequately addressed. The issues that should be the responsibility of the developer are
detailed in this letter.
We are very concerned that improvements and maintenance of Waterford's common
areas are not being done or are not receiving the prompt attention that they should. The
question was raised by one resident as to the use of the "Homeowners Association" funds
that were, paid at the time of closing. Who received the money ~d how is it being used?
Why isn t it being used to make the improvements and malntmn tl~e development
property in a way that it should?
Other developments along MacArthur, with houses less pricey than those in Waterford,
have Superior landscaping and are well maintained. The lack of attention to Waterford's
landscaping and main entrance is an embarrassment to those of us in Waterford.
At a meeting last weekend, the residents provided the following examples of their
concerns:
(1) No sidewalk has been built along MacArthur Boulevard as has been done
with other developments along MacArthur.
(2) The landscaping is not being adequat.ely maintained. Grass and weeds are
growing in the flower beds at the roam entrance. Trash accumulates in the
area and is not picked up. The ground along MacArthur is often dry, so the
watering system apparently is not programed to come on. The only water the
grass and shrubs are getting is when it rains.
NOTE: The grass along MacArthur was looking so unkept about two
weeks ago that several Waterford residents took it upon themselves to
mow and edge it.

(3) Shrubs, a tree and a section of the metal fence were recently damaged by a
vehicle on MacArthur. No repairs have been made to this damaged area.
(4) Dirt has been brought in and dumped near the Deforest entrance to
Waterford, between the streets and Water/Sewer Utility area. This is
unsightly and action needs to be taken to complete the landscaping that is
apparently planned for that area.
(5) Two of the spot lights at the Waterford entrance are broken and need to be
replaced. Two other light fixtures have broken glass covers, although the
lamps are still burning.
(6) A street light near the Glen Lakes and Lake Park intersection .stay? li.g.h.ted
day and night. It never has turned off in daytime, indicating We oaylight
sensor may have been improperly installed or is defective.
(7) The area surrounding the lake needs attention; at a minimum, it needs to be
mowed regularly. Seeding with wild flowers, Bermuda or other grass is
desirable. We also recommend aeration of the soil.
(8) The area around the creek and the creek lots needs maintenance, in particular
removal of poison ivy and dead trees.
The grass on the easement to the lake needs to be maintained.
The community mail boxes are unsightly and some residents would like to
have them bricked. (One resident thought it was the developer's
responsibility to brick them.)
These examples are quickly becoming more than simple concerns to the residents. Your
prompt written response to the issues detailed above is expected and will be appreciated.
An offer on your behalf to meet with a group of residents would be most welcomed.
These issues could be discussed in an open forum, and we could better understand the
future plans for this development that is our neighborhood and home.
