Central Expressway, Suite 300 Dallas, Texas 75231 Re: Construction Plans Dear Mr. Meier: We have reviewed the construction plans for the Lakes of Coppell Addition for conformance with the engineering requirements for the City of Coppell. The following items need to be addressed, clarified, or changed to conform with the engineering requirements. General: In general, the new construction plans should reflect the emphasis of the streetscape plan with sidewalks and brick pavers. While the city has not formally adopted the streetscape plan, it is the city's desire to have these incorporated into all projects. The streetscape plan that the city is reviewing has brick pavers at all major intersections and entryways to individual developments. The plans for the streetscape and sidewalks can be submitted for approval at a later date if the applicant desires. A committment to provide streetscape is all that is required at this time. We did not see any construction schedule for the project. We have questions as to whether or not Allen Road would be placed out of service. Would the residents living at the north end of Allen Road have full-time access to their property? Also, it is not clear who would be building the small portion of Samuel Boulevard. Lastly, it is our understanding that some additional consideration is being given to DeForest Road and Parkway Boulevard. It is our understanding that Parkway Boulevard may be redesigned as a 4-lane thoroughfare and that the final design of DeForest will depend on meetings with the homeowners. In general, conduit sleeves for sprinkler systems, street lights, and traffic signals will need to be provided at all street intersections and across median openings along MacArthur Boulevard. The construction plans did not contain typical cross-sectional details of proposed-street paving or bedding requirements for utilities and storm drainage. We would like to know what types of materials are specified for the utilities. Ex: Tracer wire is required in the trench with non-metallic pipes (PVC). The standard details for construction for the City of Coppell should be added to' the construction plans. 16135 Preston Road · Suite 106 · Dallas, Texas 75248 · Phone 214/386-6611 Specific: The following specific comments refer to specific sheets in the construction plans. Sheet P2 -- Shows easements to be abandoned. It is our understanding that this will be a separate request by the applicant. Sheet 73 -- Shows utility easements beyond the right-of-way. These easements are not shown on the final plat. Sheet P6 -- Final plat for the Lakes of Coppell. Is this final plat sub- mitted for separate approval at this time? Sheet 1 -- We feel that the intersection design at Sandy Lake and Allen Road should be given a little more consideration. We would like to see the elevation on the south side of Sandy Lake and Allen Road at the edge of pavement so that we can evaluate the vertical alignment. Village Parkway shows a 70' right-of-way, while the final plat shows a 60' right-of-way. Sheet 4 -- Minimum acceptable street grades are 0.5%. Sheet 11 -- Village Parkway is shown as a 70' right-of-way at the intersection. The final plat shows a 60' right-of-way. Sheet 17 -- Minimum grades for streets are 0.5%. Sheet 22 & 23 -- Shows paving to be 40' width. This should be 45' back to back. Sheet 31 -- A 40' easement is shown for drainage. Is this a dedicated easement? It is not shown on the final plats. Does Triland have permission to discharge a storm drainage across this property? Slopes greater than 4:1 require maintenance by an entity other than the city. This same statement would hold true for all off-site drainage channels within the development. Sheet 42 -- A fire hydrant is required at the end of Warren Drive. Sheet 43 -- The Dallas waterline location in Sandy Lake needs to be shown so that there would not be any confusion as to which line is being tapped.
