However, only the road system of this business park received Final Plat approval on January 22, 1985. TRANSPORTATION: Belt Line Road is an existing 6-lane divided major arterial in a 120' wide right-of-way. Wrangler Drive is a 2-lane asphalt road with side ditches in a 60' wide right-of-way. Thoroughfare plan shows it as C4U in a 70' wide right-of-way. Lakeshore Drive is an existing C2U, two-lane undivided road built in a 60' wide right- of-way. Item # 8 SURROUNDING LAND USE & ZONING: North - South - East West - Park West Commerce Center II warehouse/distribution facility and vacant (proposed Prentiss office/warehouse facility); "LI" Light Industrial zoning vacant (proposed Vari-lite office/warehouse facility); "LI" Light Industrial zoning North Lake; City of Dallas vacant; "LI" Light Industrial zoning COMPREHENSIVE PLAN: The Comprehensive Plan shows the area suitable for light industrial/showroom uses. DISCUSSION: This replat is to create a single 12.425 acre lot to accommodate the construction of three warehouse distribution facilities. The distribution facilities being proposed are of a smaller scale than the ones reviewed by the Planning & Zoning Commission in previous months. Buildings B and C will be accessed from Wrangler Drive and Building A will be accessed from Lakeshore Drive. Staff had raised some concern with regards to the eastern most driveway being too close to Belt Line Road. The driveway as shown meets City's minimum driving spacing requirements. However, to avoid any conflicts with the Wrangler Drive/Belt Line Road intersection the Engineering Department has requested the applicant look at possibly shifting the driveway further west. Space and use allocation of each building appears to be similar. Approximately 10% of the building will be office, the rest will be used for warehousing. Building B is the only structure with front yard parking, therefore, it observes a 60' front yard setback. For the most part this submittal conforms to the City's requirements, however, the applicant will be required to make minor modifications to both the replat and landscape plan. Applicant is providing adequate landscaping. The area enclosed behind the 6'-high masonry walls are exempt from landscaping. Approval of the application requires a variance of the brick masonry screening wall requirement to permit the hedge screening of the loading dock of Building A. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of this replat subject to the following conditions being met: 1. Change plat reference in City Secretary's signature block from final plat to replat. Modify Floodplain Administrator's signature block to include only the portion that refers floodplain development permit application number. 3. Provide site and landscape plans which agree. Brick pavers are shown at drive entrances Item # 8 e on landscape plan but not on site plan. On both Site Plan and Landscape Plan, under the tabulation for "Site Less 5' Wrangler R.O.W.", correct the square footage figure for feature landscaping from 318,531 to 312,203 s.f. Show tree ratios in the tabulations on Landscape Plan. Modify note on Landscape Plan which references the 6'-high screen hedge to read "a variance being sought for hedge screening of Building A loading dock~. The irrigation plan must be signed and sealed by a licensed irrigator. Compliance with Engineering comments.
