Following I have attached several documents associated to the requirement: 1) The City Council's approval of Waste Manegement as the authorized solid waste contractor for the City of Coppell. 2) Waste Management's Roll off vehicle configuration and compactor container dime~nsions. 3) Statement from Bodi Engineering, the facility's industrial engineer, reviewing the necessity for an 11 'x20' opening in the screen wall. 4) Site Section indicating roll off container maneuvering range. 5) Elevation of screen wall with 11'x20' doors shown Issue number 2 involves relocating the landscape island in the shipping dockyard to the east as shown on page 6. This is to allow maneuvering area for the tractor-trailers. Also, the island is moved far enough to avoid the existing area drain inlet. The result of this move is a loss of 2 parking spaces, bringing the grand total of parking to 212. Tlie Ordinance states that any roll-off container used to collect, transport, or dis.po,~t of any solid waste generated within The City of Coppell shall bc owned a~d operated by the City or any indcpcndcnt contractor which has b~cn granted a franchise by the City for th~ collection and disposal of solid waste. The authorized solid-waste, contractor for the City of Coppell is Waste Management. I have also evaluated the attached roll-off configuration provided by Mr. Short. Following are my opin!ons: 1. The proper door height for pulling and replacing containers is 20'. 2. The roll-oft'configuration shows that the truck's boom and container wiI1 be higher than the platmed 14' door opening at 46' from the building wall. Can a 14' door be made to work? Any machinery can be pulled and pushed into place using brute force and cables. However, this method will result in damage to the equipment and the building. Waste Management requests a door width of 12'. [ believe this is reasonable considering the length of the equipment and the maneuvering required to position the container. A 10' opening can be made to work, but thero is a risk of damage to the structure as well as a loss in efficiency. A compromise will be acceptable if the structm'e will not allow a 12' door. Waste Management's shop door is a roll-up door 14' wide by 20' high. The City of Coppcll has ruled that the compactors will be screened and that Waste Management has the franchise for hauling solid waste. Considering this, it is unreasonable for the City to then impose a restriction on the size of the doors. The City of Coppell ordinance pertaining to waste removal is attached. The following conditions were agreed upon as site plan revisions: 1) The Cyclone Unit / Trash Compactor screen wall will not surround the entire shipping dock area as indicated in the site plan review. It will, instead, be large enough to contain only the area of the cyclone and trash compacting units and will have 10' x 10' coiling overhead doors to match the building. The screen wall will remain the same height as in the original site plan review, which is 32' (same height as the building) and the cyclone unit will be no taller than the screen wall itself. 2) The landscape area north of the shipping dockyard and to the northwest corner of the building will be increased in size and design to provide landscape s~creening of the dockyard from Wrangler Drive in lieu of the screen wall at this location, Last week I forwarded to you a current copy of the proposed site plan and elevations. I wanted to take this opportunity to identify on those drawings the additional modifications to the approved site plan, which have been requested by the owner, 1 ) Sheet A1,03: _ (,,~." ~,--,~,~ The landscape island and 8 parking spaces, which were located in the Shipping Dockyard area. have been removed at the owner's request.
