Nlake 635(12)/AmSP-DR000727 City of Coppell Development Review Committee Comments Planning Department Coppell Business Center III~ Lot 1 and 2~ Block C Amended Site Plan for Charles Schwab Southwest Corner of Wrangler Drive and Lakeshore Drive DRC Date: July 27th and August 3fa, 2000 Planning & Zoning Commission Meeting: August 17, 2000 City Council Meeting: September 12, 2000 o Modify the following items on the Site Plan and Landscape Plan: · Increase line weight of property lines to increase legibility. · Shade or hatch the subject site on the vicinity map. · Omit Tabulations notation to the left of the Landscape Requirements on site plan sheet. · Indicate to staff that the proposed EIFS shown on the south screen wall and any other non-masonry building materials do not reduce the required masonry exterior below the required 80%. See Section 25-5 of the zoning ordinance. · Revise Plant Schedule to group together proposed trees. Per Section 31-6 (18) of the zoning ordinance, re-evaluate required parking calculations according to the specific use within this building. Section 31-6 (18) requires one space per employee per maximum shift plus space for all trucks and other vehicles utilized as part of the use, but not less than one space per 1,000 square feet. Revise parking calculations as necessary and clearly indicate the anticipated number of employees and if any additional vehicles, other than those utilizing the loading docks, will be present on site. Explain the purpose of the grass strip located between two rows of parking at the northwest comer of the site? If this area is necessary to meet the landscape area requirement, please provide elsewhere on site. Staff recommends that the filter/trash compactor area be relocated to the south side of the building or within the confines of the building and away from the adjacent public street and nearby less intensive uses. In any event, please provide additional information on the proposed exterior filter/trash compactor area: · Indicate how this area will be screened from view-Extension of building wall? · Indicate the height to the top of the filter. · Indicate the manner in which the noise generated by fans will be mitigated. · Better define the elevations to show dimensions, color, and building lines beyond. Co Indicate compliance with Condition #12 of prior Site Plan approval (April 11, 2000) "The gas valve on the northeast comer of the property be screened from visibility from adjacent rights-of-way." If the gas valve is above grade, it is not adequately screened. According to the recent re-plat of the site approved by City Council on April 11, 2000, the 26' T.P. & L. Easement running through the middle of the property was to be abandoned. Please indicate whether this easement has been abandoned. Handicapped spaces are considered part of the required parking and not separate; the total number of parking spaces on the site plan sheet should be modified to include the 7 handicapped parking spaces. When calculating the amount of required parking and landscaping always round up to the nearest whole number. As currently shown, the required amount of trees and parking is incorrect and should be increased. Bring to the August 3, 2000 DRC meeting a color board showing all exterior building materials and color. Please revise plats, site plans, landscape plans, and building elevations based on staff recommendations. Should applicant disagree with staff comments please provide reasons why staff recommendations should not be followed when you attend the August 3ra Development Review Committee (DRC) meeting. Each applicant will bring one new set of revised plats and plans to the August 3rd DRC meeting. Applicants will be asked to show, explain and defend any revision. An Engineer for the project or other representative is urged to attend the meeting. Applicant will have till noon Tuesday, August 8th to resubmit eighteen (18) folded copies of revised plans and three (3) reduced paper copies (8 1/2 X 11) of each exhibit to the Planning Department Page 2 of 2
