They are: 1. Deletion of an aUey for lots Z, 3, 6, 7, 8 and 9. f Z. Allow Lot 1 to front onto Mockingbird Lane. See staff report and draft minutes (item 10) attached. 3. Per the attached January 11, 1989 letter, the applicant accurately requested a third variance waiving the centerline radius on Cr~--'tview Court from 425ft. (per ordinance) to 75ft. (this must have been inadvertantly omitted when taken to the P & Z Commission due to the transition of personnel when Taryon Bowman went on maternity leave) Staff has no objections to this variance. This is one of those cases where the ordinance is set up providing a radius for a through street at a specific speed, but the design of the cuidesac and turn around is such that traffic will travel at very low speeds and therefore requiring the larger radius (425ft.) is not warrante~ nor nt~essary. Both approval actions included granting the requested variances for: (1) Deletion of an alley for Lots 3, 6, 7, 8 and 9, Block F; and (2) Waiver to allow Lot 1, Block F to front on Mockingbird Lane. Applicant has met the requirements of the City's Comprehensive Floodplain Management Ordinance (CFMO). As a result, Staff has no objections to the Final Plat as submitted. Dear Mr. Doyle: We have completed our review of the material presented regarding the subject flood study relating to City Ordinance No. 87390. The report entitled, "Floodplain Hydraulics Study - Grapevine Creek, Coppell, Texas," demonstrates that the fill proposed for the project meets the conditions of the ordinance. It should be mentioned that the property can be altered without increases due to a backwater condition created by the St. Louis and Southwestern Railroad and by Beltline Road. This fill would not conform to ordinance requirements if both of these structures were modified to eliminate the backwater condition. This review is based on information presented in the subject report and in no way suggests that a review of any other aspect of the project was completed such as site verification, construction plans, specifications, surveys, or any other information related to the project. Deletion of alleys on Lots 2, 3, 6, 7, 8 & 9. 2. Waiver for Lot 1 - frontage on Mockingbird Lane. 3. Waiver of centerline radius on Crestview Court from 425' to 75' . Project Manager /lc xc: Mr. A1 Wilke Ms. Judy Troth DRAFT road; (Items (2) and (4) should be deleted from Staff's recommendation, the applicant has agreed to comply with the City's Landscape Ordinance); Item 3: that an escrow agreement be entered into with the City, prior to City Council; and an additional item, that the applicant resolve the issue of the screening wall with Staff. Mr. James Allen of TU Electric was present to represent this item. Mr. Allen stated that they are requesting to build this joint Brazos/TU Electric facility on an existing Brazos Electric site at the corner of Thweatt and Coppell Road. He also stated that they are asking for three variances, and that they have withdrawn their variance to the Landscape Ordinance. Mr. Allen stated that they are going to submit their landscape plans to Staff, and comply with the landscape requirements. Following discussion Commissioner Johnson moved to approved the final plat for the Coppell Switching Station with variances 1, 2 and 4; and variance 3 be amended to provide full landscaping on the Coppell Road and Thweatt Road sides, extending 20 feet past the present fence on both the north and the west, and the landscaping be extended to match. Commissioner Thomas seconded the motion; motion carried (4-1) with Chairman Munsch and Commissioners Green, Johnson and Thomas voting in favor of the motion, and Commissioner Redford voting against the motion. Commissioner Redford excused himself from the remainder of the meeting at this time. Item 9: To consider approval of a Final Plat for Heartz Road, located south of Parkway Boulevard, and north of Sandy Lake Road, at the request of ABQ Development. Russell Doyle introduced the item to the Commission. He stated that Staff has no objections to the approval of the request; however, Staff would request that decorative stone be added to the head walls at the lake; and that the applicant show sanitary sewer easements on the plat, and provide separate dedication of easements before City Council approval. Mr. Jay Chester of ABQ Development and Mr. Jerry ?arche of Parche Consulting Engineers were present to represent this item. Mr. Chester stated that the City will pursue dedication on the Perkins tract, and they are dedicating only what they own. Consulting Engineer Kevin Peiffer then stated that the City is currently working on obtaining that right-of-way. Following discussion Commissioner Thomas moved to approve the final plat for Heartz Road. Commissioner Green seconded the motion; motion carried (4-0) with Chairman Munsch and Commissioners Green, Johnson and Thomas voting in favor of the motion. Item 10: To consider approval of a Final Plat for Northlake Woodlands DRAFT Item 11: East #12, located on the northwest corner of Mockingbird Lane and the St. Louis and Southwestern Railroad, (near Beltline Road East/West), at the request of Judy Troth Parsons. Russell Doyle introduced the item to the Commission. Mr. Doyle stated that this plat is presented with the following variances: {1) Deletion of an alley for lots 2, 3, 6, 7, 8 and 9, as previously approved on their preliminary plat; (2) To allow access from lot 1 on to Mockingbird Lane. Mr. A1Wilkie was present to represent this item and answer any questions. He stated that there have been no changes to the plat since the last time they were before the Commission. They have been having a drainage study done by their Engineers, which has been submitted to City Staff and approved. Following discussion Commissioner Thomas moved to approve the final plat for Northlake Woodlands East #12. Commissioner Johnson seconded the motion; motion carried (4-0) with Chairman Munsch and Commissioners Green, Johnson and Thomas voting in favor of the motion. General discussion concerning platting and zoning issues. There was no further discussion. The meeting was then adjourned. City Enginmer Russell Doyle made the presentation to the Council. Jay Chester, ABQ Develop~t, was also present to discuss this item. Mr. Chester stated that ABQ Development was willing to cc~ply with constructing the roadway with the City acquiring the right-of-way needed to construct a full width roadway with the stipulation that ABQ Development he allo~d a fifteen (15) year pro-rata on the adjacent property for the cost of the full section of paving. Following further discussion, Mayor Pro Tern Wtlkerson moved to approve the final plat for Heartz Road located south of Pazgmmy Boulevard and north of Sandy Road at the request of ABQ Development a~ to attach, as part of Council's approval, the letter of cooperation bet%~en ABQ Development and the City of Coppell as submitted by Mr. Jay Chester (copy attached). Councilman Smothennon seconded the motion; motion ca~-~led 7-0 with Mayor Pro Tern Wilkerson, Counci~ Thrum, Morton, Smothermon, Cc~mm, P~bertson and Nelson voting in favor of the motion. Item 17: Consideration of a Final Plat for Northlake Woodlands East #12 located on the northwest corner of Mockingbird T~ne and the St. Louis and Southwestern Railroad (~_ar Beltline Road east/mst) at the request of Judy Troth Parsons. City Engineering Rnssell Doyle made the presentation to the Co%~cil. Mr. Doyle stated that the applicant is requesting a var~mnce to delete an alley on Lots 2, 3, 6, 7, 8 and 9 and allowing Lot 1 to front onto Mockingbird Lane. The applicant was also requesting approval to grant a variance for the radius for the curve on the street. A1 Wilkie ~ms present to discuss this item with the Council. Following discussion, Councilman ~ moved to approve the final plat for Northlake Woodlands East #12 located on the northwest corner of Mockingbird Land and th~ St. Louis and Southwestern Railroad (near Beltlimm P~ad east/%~st) at the request of Judy Troth Parsons with the var~ces of deletion of alleys on Lots 2, 3, 6, 7, 8 and 9 and allowing Lot 1 to front on Mockingbird T~ne and waiving the variance for the centerline radius on Crestview Court. Councilm~n Robertson seconded the motion; motion carried 7-0 with Mayor Pro Tern Wilkerson, Counci~ Thomas, Morton, Smothermon, Cowman, Robertson and Nelson voting in favor of the motion. Item 18: Consideration of a Final Plat for the Coppell Switching Station on a 3.407 acre site located om the northm~st corner of Thweatt Road and Sandy ~mke Road at the request of TU Electric. City Engineer Russell Doyle made the presentation to the City Council. Following a sort discussion period Councilman M~rton moved to deny the final plat for the Coppell Switching Station on a 3.407 acre site located on the northwest corner of Thw~att P~ad and Sandy Lake Road at the request of %73 Electric without prejudice to be brought back to the City Council at the next regular scheduled City Council meeting of May 23, 1989. Mayor Pro Tern Wilkerson seconded the motion; motion carried 7-0 with Mayor Pro Tern Wilk~rson, Counct~ Thomas, Morton, ._9~othermon, Co%man, Robertson and Nelson voting in favor of the motion.
