Dear Mr. Porter:
We have received the following information from your office regarding the subject
project:
1. A letter dated February 7, 1989 authorizing an expenditure of up to $1,000
as a fee for review of the material submitted.
2. HEC-2 computer model of Grapevine Creek (8901J006 * GRAPDAT3).
Preliminary set of construction drawings for the subject project. This set
includes a cover sheet, final plat, drainage map, paving plan, storm sewer
plan, water and sewer plan, sanitary sewer profiles, flood study sheet, and
flood study cross sections.
This information is not sufficint to complete our review of your proposed project. We
have included a checklist of items required under our Ordinance No. 87390. We suggest
you review these items and resubmit the data.

FLOODPLAIN DEVELOPMENT CHECKLIST
The following items represent a brief outline of items required by the City of Coppell
in order to develop in a floodplain. References are taken from Ordinance 87390.
Reference Item
Art. 4C-2 All models must refer to the 2 yr, 100 yr existing, 100 yr ultimate,
and low flow.
Art. 4C-2(a) Lowest floor must be higher than BFE + 2' and 100 yr (ULT.) + 1'.
Art. 4C-2(b) Existing and fully developed 100-year floodplain must be delineated.
Art. 4C-2(c) Determine flood storage loss data.
Art. 4C-2(e) Flood levels caused by the development plus any anticipated future
developments must be less than the 100 yr (ULT) and the 1980 FIS
BFE + 1'.
Art. 4C-2(f) Any changes in the floodplain must be submitted to FEMA according
to their procedures.
Art. 4C-2(g) Must show evidence of all necessary permits; Local, State and Federal.
Art. $B-1,2 Elevation of lowest floor of shallow flooding areas must be greater
than highest adjacent grade + 2' or the structure must be flood protected.
Art. 5B-1-2 All work must be certified by a P.E. or R.P.S.
Art. 5C-4 The following special note must be included on the plat "Floodplain
Development Permit Application No. has been filed with the City
of Coppell Floodplain Administrator on , 19 , Floodplain
Administrator Date.
Art. $C-5 Boundry's of floodplain and floodway must be shown on plats.
Art. 5C-6 Lowest floor elevations for each lot must be shown on site grading
plan.
Art. 5C-7 A permanent bench mark must be established within a subdivision
development.
Art. 5C-8 A following special note must be included on the plat.
"The developer, builder, seller or agent shall inform in writing, each
prospective buyer of subdivision lots or property located within special
flood hazard areas of this site that such property is in an identified
flood hazard area and that all development must conform to the
provisions of the City of Coppell Floodplain Management Ordinance.
The written notice shall be filed for record in the County deed records
and a copy of the notice must accompany the application for
development permit."
'~he above items are only a brief checklist of items need to comply with Ordinance No.
87390, a detailed review of this Ordinance is necessary in order to fully understand its
contents.
Any submittal in connection with a floodplain development must include the above items.
This submittal must as a minimum also include the following:
Text describing where the basic data was obtained, what is intended, and the
results, all in sufficient detail so that it is fully understandable and supportable.
o Exhibits must be presented that clarify data. These must include:
Water surface profiles, cross sections, work maps, floodplain and floodway
delineations for both existing and improved conditions. Comparisons must
be shown between existing and proposed conditions for velocities, water
surface elevations, storage, and any other impacts.

Computer models must be presented in detail, Not just input and/or summary
printouts.
