Box 478 Coppell, Texas 75019 214 - 462 - 0022 STAFF REPORT Scott Barnett, Planning Co-Ordinator RE: LOCATION: REQUEST: APPLICANT: April 19, 1984 Case #84-03-19/The Meadows, Phase 4 North of Sandy Lake Rd. and East of Samuel Blvd. Final plat approval of Phase 4, The Meadows Addition Braewood Development Corp. represent- ed by Brian McDaniels The applicant is requesting final plat approval for 103 lots zoned "SF-9", Single Family-9,000 sq. ft. lots being the fourth phase of The Meadows subdivision. The development meets the minimum standards required in the Subdivision Ordinance Regulations with the following exceptions: 1. Alley "A" intersects Samuel Blvd., collector street, where as a relocation is necessary to prohibit alley accessibility to a collector street. 2. Alley "C" intersects both Parkway Blvd. and Samuel Blvd., collector streets, which pertains to the same explanation given for Alley "A". In regards to the Zoning Ordinance regulations, there are a few descrepencies relating to building line setbacks and are as follows: Lots 6, ll and 23, Block M, Lots 1 & 20, Block N, Lot 7 Block P, Lot 8 Block J and Lots 6 & 7, Block G reflect a 15' building line, which these lots are classified as double frontage lots and should have a 30' building line setback instead of the 15' building line setback. STAFF EVALUATION: The applicant has been consulted regarding these matters specified above, and resolutions have been made and are as follows: Alley "A"; with the deletion of the alley right-of-way between lots 6 & 7 and the relocation of this right-of-way to lots 1 & 2, the intersecting point of the alley to Samuel Blvd. can be deleted and still have access- ibility to a street right-of-way. In addition, the applicant will extend Alley "A" east to Greentree Street to relieve any possible con- gestion that might occur with only one alley exit. STAFF REPORT Page 2 April 19, 1984 2. Alley "C", the concept, as explained above, will occur with Alley "C"'s intersection with Samuel Blvd. Regarding the intersection with Parkway Blvd., the deletion of the alley right-of-way from Parkway Blvd. north to lot 23's northern lot line would prohibit the accessibility of this alley right-of-way to the blvd. but still allows all lots to be serviced by the alley. Zoning Regulations: 1. The applicant has consented in redesigning these specified lots to reflect the necessary 30' building line setback required. The applicant was not able to complete, in plat form, the necessary changes by the time of distribution of packets, but will have one prepared for their presentation the evening of the hearing. In addition, these changes will be in plat form prior to distribution to the City Council. It is the staff's recommendation that an approval be made of this final plat. PLANNING AND ZONING COMMISSION: The Planning and Zoning Commission recommended approval by a 3-0 vote on this final plat. The City With A Beautiful Future P. O. Box 478 Coppell, Texas 75019 214-462-0022 CITY COUNCIL May 8, 1984 The purpose of this re-submittal is a matter of formality. The applicant has requested that lots eight (8) through nineteen (193, Block J, be deleted in addition with the alley right of way for the reason of a purchase of these lots. The purchase was made by the adjacent property owner to the south who intends to incorporate this area with their proposed development to be submitted at a later date. The deletion of this Block will reduce the number of lots from 104 to 92. The over design of this developemtn, referring to streets, utilities, etc. will not change, therefore an approval of this final plat is recommended. SB/asm PLANNING AND ZONING COMMISSION: Case #84-03-19/MEADOWS 4 This request was initially brought to the City Council on May 8th, 1984 for final plat approval. The applicant requested that twelve (12) lots be deleted on the southwest sector of the plat because of a purchase being made by the adjacent property owner who intends to incorporate this area into a proposed development to be submitted at a later date. As a matter of formality the plat was requested by Council to be taken back to the Planning and Zoning Commission for consideration. On May 17th, 1984, the Planning and Zoning Commission reviewed the final plat and approved the request by a 5-0 vote. SB/asm
