C. HEARING DATE: April 10, 1990 LOCATION: Southeast corner of Parkway Boulevard and Samuel Boulevard REQUEST: Approval of the final plat. SIZE OF AREA: 2.68 acres APPLICANT: Meadowglen Properties 12201 Merit Drive, Suite 170 Dallas, Texas 75251 HISTORY: This parcel is a portion of PD-105, which proposes single-family development TRANSPORTATION: Parkway Boulevard and Samuel standard. Boulevard are developed to ANALYSIS: On March 8, 1988, a preliminary plat was approved by the City Council to allow for construction of 78 single-family lots, and a final plat containing 56 lots, was approved on June 13, 1989. Subject plat contains a total of 13 single-family lots, which are to be constructed in accordance with the provisions established by the Planned Development Case #PD-105. The remaining lots are to be platted in the near future, which would complete Section 6 of the Meadows Addition. ALTERNATIVES: 1) Approve the final plat as submitted. 2) Deny the final plat. Commissioner Gross seconded the motion; motion carried (6-0) with Chairman Munsch and Commissioners Green, Gross, Redford, Scott and Tunnel1 voting-in favor'of themotion. PLATTING Consider approval of a final plat for Meadows Addition, Section 6, Phase 2, located at the southeast corner of Parkway Boulevard and Samuel Boulevard, at the request of Meadowglen Properties. P&Z Coordinator Taryon Bowman introduced the item to the Commission. Ms. Bowman stated this plat is actually Phase 2 of the Meadows Addition, or Case #PD-105. If approved, this plat will allow the construction of thirteen single-family structures on 2.68 acres. She further stated that all DRC comments have been addressed; therefore, staff has no objections to the plat. Mr. Glen Hinckley was present to represent this item before the Commission. He stated that all utilities are already in place, and that this property should have been included with the final plat with D.R. Horton's project directly adjacent to this property. Mr. Hinckley stated that it was due to an oversight that this property was not included. Following discussion Commissioner Tunnell moved to approve the final plat for the Meadows Addition, Section 6, Phase 2. Commissioner Scott seconded the motion; motion carried (6-0) with Chairman Munsch and Commissioners Green, Gross, Redford, Scott and Tunnell voting in favor of the motion. Item 8: Consider approval of a final plat for Park West Commerce Center Addition (formerly Gateway Park @ Coppell), located at the southwest corner of Southwestern Drive andBeltline Road, at the request of Prentis/Copley Properties. Director of Planning Gary L. Sieb introduced the item to the Commission. Mr. Sieb stated that this is a 328 acre tract, with the preliminary plat already approved. He also stated that staff would reco~end approval of this final plat, however, he would like to point out that the Public Works Department has several concerns, as outlined in their memo dated March 14, 1990. Mr. Sieb also stated that the applicant has included a letter dated March 15, 1990, which says that they do agree to follow through with all their construction drawings and everything will be submitted for City approval within ninety (90) days of this plat going to City Council. Director of Planning and Community Services Gary Sieb made the presentation to the Council. Conditions requested under this plan are that the final construction plans and traffic study have not yet been delivered. These two documents are to be delivered as soon as possible. Following discussion by the Council, Councilman Smothermon moved that the final plat be approved with the two documents being transmitted as soon as possible. Councilman Robertson seconded the motion; motion carried 6-0 with Mayor Pro Tem Wilkerson, and Councilmen Morton, Smothermon, Cowman, Robertson and Nelson voting in favor of the motion. Item 11: Consider a preliminary plat for Gateway Business Park Addition, along with variances, located at the northwest corner of Freeport Parkway and I.H. 635, at the request of Santa Fe Realty. Director of Planning and Community Services Gary Sieb made the presentation to the Council. Mr. Sieb informed the Council that this tract is a 104 acre development. The roadway through this development is affected by the previous decision of the Council under Item #8 and, therefore, would show a thoroughfare with a four-lane undivided 70 foot right-of-way on the final plat rather than the four-lane divided thoroughfare as shown on the preliminary plat. In addition, four variances as follows have been requested; 1) the landscaping of parkways shall be completed as individual lots are developed; 2) all applicable fees shall be paid by the lot owners as the individual lots are developed; 3) although Freeport Parkway is a secondary image zone, no trees will be permitted along the west right-of-way because of the existing overhead electrical transmission line; and 4) temporary drainage to be carried by grass-lined channels without a concrete invert or brick facing on headwalls. The channel is to be an enclosed pipe system as individual lots are developed. Concern was expressed by the Council on variance #4 regarding the drainage channel. Acting City Engineer Shohre Daneshmand stated that Variance #4 will be addressed prior to the final plat coming before the Council if it is determined that the velocity of the water is high, some means would be used to reduce this velocity. Following further discussion on this item, Councilman Robertson moved that the final plat be approved with the four variances as requested as well as the thoroughfare being a four-lane undivided 70 foot right-of-way with heavily landscaped medians at the entrance of Gateway and Freeport Parkway. The median is to be at least 125 feet in length. Councilman Cowman seconded the motion; motion carried 6-0 with Mayor Pro Tem Wilkerson, and Councilmen Morton, Smothermon, Cowman, Robertson and Nelson voting in favor of the motion. em 12: ? Director of Planning and Community Services Gary Sieb made the presentation to the Council. Eleven conditions are being requested by the applicant.
