TRANSPORTATION: Bethel Road is a C2U, two-lane asphalt road built in a 50-foot r.o.w. SURROUNDING LAND USE & ZONING: North - South - East - West - vacant (park land); R vacant and scattered housing; LI vacant single-family; SF-9 retail; R Item 8 COMPREHENSIVE PLAN: The Plan shows this area is best fit for single-family uses. ANALYSIS: The existing Master Plan suggests single-family zoning as most appropriate for this tract of land. Presently, the property is bounded by single-family subdivisions to the northeast and far north and retail to the west. The conceptual plan submitted by the applicant indicates plans for a single-family residential subdivision with a total of 33 lots of at least 9,000 square feet in size. A semicircular circulation pattern has been designed for the subdivision, with one residential street serving the proposal. There are two entry/exit points on Bethel Road. Twenty of the 33 lots are abutting the tract's perimeter and will have to request that alleys be abandoned, while the interior 13 lots are showing alleys. Conceptually, this plan conforms with the Master Plan and with the "SF- 9" single-family residential district zoning classification. Thus, the request to plat single-family lots appears reasonable, and staff supports the application, provided the landscaping and screening wall shown in the earlier presentation are included. The existing floodplain adjacent to this site should be shown. Should provide a screening wall easement on the lots adjacent to Bethel Road and adjacent to the alley. January 17, 1995 Mr. Gary Sieb, A.i.C.P City of Coppell 255 Parkway Blvd. Coppell, Texas 75019 SUBJ: Preliminary Plat Application - Old Coppell Estates Dear Mr. Sieb: In conjunction with the preliminary plat application which has been filed for Old Coppell Estates, the purpose of this letter is to request consideration by the City Staff and Planning & Zoning Commission for a variance to the alley requirement. The deletion of the alley which is shown in Block 2 of the preliminary plat would allow us to save several Hackberry trees ranging from 16 inches to 30 inches in diameter. It would also give the entire 34-1ot subdivision a uniform appearance from the internal streets. The screening wall along Bethel Road could also be better presented if an alley was not directly behind the screening fence as it appears on the existing preliminary plat application. Lastly, the deletion of the alley would provide a more rural feel, which we are trying to keep with the project. Councilmember Sheehan seconded the motion; the motion carried 7-0 with Mayor Pro Tem Robertson and Councilmembers Alexander, Sturges, Watson, Reitman, Mayo, and Sheehan voting in favor of the motion. Councilmember Reitman moved to provide that the Planning and Zoning Commission shall be the Municipal Authority responsible for the approval of the Final Subdivision Plat of such land and the Final Subdivision Plat of such land need not be brought back for final approval of the City Council unless, through inaction on the part of the Planning and Zoning Commission, such final plat is deemed approved by the Planning and Zoning Commission for failure to act within the 30-day period required by law. Councilmember Alexander seconded the motion; the motion carried 7-0 with Mayor Pro Tem Robertson and Councilmembers Alexander, Sturges, Watson, Reitman, Mayo, and Sheehan voting in favor of the motion. 14. Gary Sieb, Director of Planning and Community Services, made a presentation to the Council. Mayor Pro Tern Robertson moved to approve Old Coppell Estates, Preliminary Plat, to allow development of a 34-1ot residential subdivision on property located 2/10th of a mile east of Coppell Road on the north side of Bethel Road with the following conditions: 1) alleys be waived; 2) the landscaping and screening wall need to be dimensioned; 3) a Homeowners Association is needed to maintain the common open space; 4) the existing floodplain adjacent to thc site would be shown; 5) a screening wall easement should be provided on the lots adjacent to Bethel Road and adjacent to the alley; 6) various fees will be required for the development, such as water, sewer, park and Roadway Impact Fees; 7) access will be provided to the Anderson Street Park; and 8) that the following clause be added to any contract of sale: "due to the proximity to the centerline of existing and future runways of D/FW, residents of this subdivision may be subject to intermittent aircraft noise." Mayor Morton expressed his thanks to the developer of this project for taking on two difficult projects, Old Coppell Estates and The Enclaves on the Parkway, and having brought to Council a very fine product in both cases. 15. Consideration of information regarding the bond issue for CarroHton/Farmers Branch Independent School District. Ms. Armstrong, representing the YES Committee for Carrollton School Bond Committee, made a presentation to the Council. 16. Consideration of appointing two representatives to the Dalhoma Trail Advisory Committee to study the potential of linking public property from Dallas County to Lake Texoma. Mayor Morton recommended that Council appoint Councilmember Watson and allow the City Manager to appoint one member of City Staff to serve on this advisory Committee. Councilmember Mayo moved to appoint Councilmember Watson and allow the City Manager to appoint one member of City Staff to serve on the Dalhoma Trail Advisory Committee to study the potential of linking public property from Dallas County to Lake Texoma. Councilmember Sturges seconded the motion; the motion carried 7-0 with Mayor Pro Tem Robertson and Councilmembers Alexander, Sturges, Watson, Reitman, Mayo, and Sheehan voting in favor of the motion. 17. Consideration and approval of the following: Ae Accept the resignation of Charles E. Sturges from the Planning and Zoning Commission in order that he can serve as a City of Coppell Councilman, and Appoint a replacement to the Planning and Zoning Commission, the term to expire October, 1996.
