SURROUNDING LAND USE & ZONING: North South - East West - vacant; "LI" Light Industrial zoning vacant; "LI" Light Industrial zoning vacant; "LI" Light Industrial zoning State Highway 121; City of Lewisville Item// 10 COMPREHENSIVE PLAN: The Comprehensive Plan shows the area suitable for light industrial/showroom uses. DISCUSSION: The proposed fight-of-way was designed to keep it entirely in Dallas County. Staff has requested that the applicant make available to the Planning & Zoning Commission an approval letter from TXDOT agreeing to the continuance of a natural drainage pattern when the area is developed. This proposal to extend Northpoint Drive westward will provide the industrial users located in Freeport North Business Park greater accessibility to State Highway 121 service roads and increase the marketability of the land adjacent to the right-of-way extension. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the preliminary plat with the following condition: 1. Compliance with Engineering comments. (214) 630-8867 FAX (214) 631-8428 Re: North Point Drive Extension to S.H. 121 - Coppell, Texas Mr. Hensley: Thank you for meeting with Andre' Taylor and me last week to discuss drainage issues related to the proposed roadway extension of North Point Drive. On Thursday, 9/5/96, RUST Lichliter/Jameson (RL/J) discussed the conclusions of our meeting with the City of Coppell Development Review Committee. As we discussed with the City, it is our understanding that TXDOT agrees that runoff from the + 18.16 acres of land along the northbound highway service road (see enclosed Drainage Area Map) naturally drains by sheet flow to the west across the service road and into a ditch along the highway. It is our further understanding that TXDOT has no objections to the continuance of this natural drainage pattern when the area is developed. The City has requested that RUST Lichliter/Jameson obtain a letter of permission from TXDOT stating that runoff fi.om the + 18.16 acres of land along the highway service road, when developed, can be drained by sheet flow across the service road and into the ditch along the highway. We are therefore requesting a letter of permission from TXDOT. We are planning to obtain approval from the City ofCoppell's P&Z for the Preliminary Plat of the roadway extension on September 19.
