Sweeney, Administrative Assistant RE: Case #84-12-6/Park Meadow Addition - Phase I LOCATION: Northwest quadrant of intersection of Parkway Boulevard and Moore Road REQUEST: Requesting replat approval of the Park Meadow Addition - Phase I. APPLICANT: Wiseco Land Development Company GENERAL DESCRIPTION: The applicant is requesting to revise the original Park Meadow Addition = Phase I final plat from 104 lots for single-family SF-0 development to 82 lots for single-family SF-7 development. The applicant requested a variance to Ordinance No. 297, Section 13.3.1(a) Front Yard - Requirement is 8 ft. between the building and the property line. Also, a variance to Section 13.3.2 (a) Lot Area - Requirement is 7,000 square feet minimum and (b) Lot ~Vidth - Requirement is 65 ft. minimum at the building line. The variance request was approved by the Board of Adjustment on December 6th, 1984. STAFF EVALUATION: Recommendation of approval of this replat is subject to the attached comments from th eCity Engineer. Box 478 Coppell, Texas 75019 214-462-0022 Coppell Municipal Utility District No. 1 c/o Mr. Paul Phy, General Counsel 595~ Sherry Lane, Suite 120~ Dallas, Texas ?5205 Re~ Park Meadow Addition Revised Plat and Engineering Gentlement This letter is being written at the request of Wiseco Land Development, Inc. to advise you of the status of its application to revise the plat on the referenced addition and of the City's posture regarding commencement of construction within the addi- tion. Wiseco made application to revise the plat from 1Q4 lots for single-family SF-O development to 82 lots for single-family SF-? development. Several minor variances were requested in the revised plat. These have been brought before the Board of Adjustments of the City of Coppell and approved by that body. The required re-engineering for the revised plat has been pre- pared by the developer's engineer and submitted to the City of Coppell and has been approved by our engineer. It is our under- standing that the engineering revisions have also been submitted to the Utility District. Due to scheduling problems, the revised plat hearing cannot take place before the Coppell Planning and Zoning Commission and City Council prior to 3anuary 19th and 22nd respectively. The revised plat applications meet all of the requirements of the City of Coppell's zoning and subdivision ordinances and there is every reason to anticipate that the plats will be approved when the application ia heard. The plat hearings are being required only to meet the technical legal requirements for plat recordation. Under these circumstances, the City of Coppell has agreed to allow the developer to commence construction of utilities in accordance with the revised plat and approved engineerinq. If the revised engineering likewise meets the approval of the Utility District's engineer, we would consider it to be a matter Coppell Municipal Utility District No. 1 December 27, I984 Page 2 of cooperation for the Utility District to also allow construc- tion to commence prior to the final approval of the replat. It is clearly understood that the developer bears all of the risk of construction prior to final plat approval. Your cooperation in this matter will be appreciated. We have no objections to the utilities as shown. We have some reservations about allowing 0.3% slope on the paving plans. After talking to the engineers, they have assured us that due to controlling points along Parkway Boulevard and the flood prone area to the north of the project, minimum grades of 0.3% was required to make the project feasible. We will agree to allow 0.3% slope with the stipulation that the owner and his engineer will be fully responsible for quality control on the paving to assure that there are no "bird baths, reverse slopes, etc." on the finished product. The City will not accept the project and issue building permits until it is satisfactory. We have recommended approval of the final plat and placing it on the next agenda. Sincerely, H.
