ESTIMATED: AMT. +/- BUDGET: C01~4ENTS: FINANCIAL REVIEW BY: LEGAL REVIEW BY: AGEN~DA REQ FORM. 05SSB~- REVIk~,;ED BY CM: Minutes of November 28, 1989 PLANNING AND ZONING COMMISSION The Planning and Zoning Commission of the City of Coppell met in pre-session at 6:00 p.m., and in special called session at 6:15 p.m., on Tuesday, November 28, 1989, in the Coppell Town Center, 255 Parkway Boulevard, Coppell, Texas 75019. The following members were present: Chairman Joe Munsch Commissioner Robert Green Commissioner Melvin Gross Commissioner George Redford Commissioner Robert Scott Commissioner Marsha Tunnell Commissioner Peyton Weaver Also present were Director of Planning and Community Services Gary L. Sieb, P & Z Coordinator Taryon Bowman and Administrative Secretary Linda Glidewell. Chairman Munsch called the meeting to order and everyone was asked to stand while Commissioner Gross gave the invocation. PLATTING Item 4: Consider a preliminary plat for the Park Place Addition, located near the northeast corner of Heartz Road and Sandy Lake Road, at the request of Univest Development Company. Planning Director Gary Sieb introduced this item to the Commission. Mr. Sieb stated that this preliminary plat was previously considered by this Commission on November 16, 1989. He further stated that staff has reviewed this plat with the changes, and the position of staff is that it does address a number of the issues from the previous meeting. However, if this plat is approved, staff would suggest that a minor adjustment be made to the alley off Allencrest, as discussed with the Commissioners in the pre-session. Mr. Mike Allen of Univest was present to represent this item before the Commission. Mr. Allen stated that they feel they have tried to address the Commissioners concerns within the limits they were able to address them. He further stated that they the alley adjustment would be no problem for them. He stated that they feel this property is entinitled to be developed at (SF-7) Single Family-7. Mr. Allen further stated that they feel their plat meets all (SF-7) Single Family-7 requirements. Hinutes of November 28, 1989 Planning ~ Zoning Commission Page 2 Following discussion Commissioner Gross moved to approve the preliminary plat for Park Place Addition with the condition that they correct the density on the plat, showing 88 lots. Commissioner Scott seconded the motion; motion carried (5-2) with Chairman Munsch and Commissioners Green, Gross, Scott and Weaver voting in favor of the motion, and Commissioners Tunnell and Redford voting against the motion. DISCUSSION Item 5: General discussion concerning platting and zoning issues. The meeting was then adjourned. APPLICANT: Univest Development Company 12770 Coit Road Dallas, Texas 75211 SUMMARY: STAFF INFORMATION: Applicant is again requesting approval of a preliminary plat. On October 19, 1989, the Planning and Zoning Commission unanimously denied this plat without prejudice. In reviewing the tape of this meeting, the Commissioner's concerns focused on four major issues. Those were: 1) 2) 3) 4) Access to abutting property north and east of this tract; The compatibility of this plat with adjacent potential development; The density question; and Variances requested and significance of same. In staff's opinion, because this proposal is residential in nature, (TC) zoning permits residential uses, and a sensitive development proposal preservin§ the natural amenities is possible with this plat, this development plan can be compatible with adjacent future development. In an attempt to satisfy the concerns of the Planning and Zoning Commission, the applicant has re-submitted a revised plat which addresses the issues discussed at the November 16, 1989 Planning and Zoning Commission meeting - access and compatibility. Density concerns remain as originally submitted. (The previous plat indicated a total of 90 lots; the revised plan shows 89. In summary, the major issues discussed by the Planning and Zoning Commission are favorably reflected by this plat. ALTERNAT IVES: l) 2) Approve the preliminary plat as submitted. Doyl~ty Engineer Park Place Addi~ion, Preliminary Plat It is our understanding that the above referenced plat is placed on the upcoming City Council agenda on December 12, 1989. The Public Works' staff has reviewed the plat and would like to request the following revision to the subject preliminary plat: That the northern end of the most easterly alley on this plat be connected to Allen Crest Lane between Lots One (1) and Two (2). We believe that such a change will enhance traffic safety as opposed to having an alley coming directly to a T-intersection, as shown on the northeast corner of the above referenced plat. Mr. Mickey Harper, representing Coppell Independent School District, was also present and stated that these buildings were needed for storage of excess property until such time as the School District holds a Bond Election and has approval for the construction of permanent storage facilities. Following discussion on this item, Councilman Robertson moved that that variance to place two (2) trailers on Coppell Independent School District property located at 260 Southwestern Boulevard be approved for a period of twelve (12) months. Councilman Nelson seconded the motion; motion failed 3-4 with Councilmen Morton, Robertson and Nelson voting in favor of the motion and Mayor Pro Tem Wilkerson, and Councilmen Thomas, Smothermon and Cowman voting against the motion. Item 26: Discussion, consideration of approval of a variance from Section 9-7-1D of the City's Code of Ordinances which concerns metal roofs. The variance is requested by Melvin Gross for the property located at 152 Cottonwood. Chief Building Official Dale Jackson made the presentation to the Council. Mr. Jackson stated that Dr. Melvin Gross is requesting a variance from the Code of Ordinances to construct a metal roof on a barn located on his property at 152 Cottonwood. Dr. Melvin Gross was also present to discuss this item with the Council. Dr. Gross stated that he had installed a fiberglass roof per City's ordinances, and that the roof did not stand up to the weather conditions. He is requesting a variance in order to replace the roof with a standing seam metal roof. The horse barns are located behind Mr. Gross' property and are not visible from the roadway. Following discussion on this item, Councilman Robertson moved that the variance for the metal roof be approved. Councilman Cowman seconded the motion; motion carried 6-1 with Mayor Pro Tem Wilkerson, Councilmen Morton, Smothermon, Cowman, Robertson and Nelson voting in favor of the motion and Councilman Thomas voting against the motion. Item 27: Discussion, consideration of a preliminary plat for Park Place Addition, located near the northeast corner of Heartz Road and Sandy Lake Road, at the request of Univest Development Company. Planning and Community Development Director Gary Sieb made the presentation to the Council. Mr. Sieb stated that this is a 25.8 acre tract of land with 3.4 units per acre. The Planning and Zoning Commission has recommended denial of the first plat and approval of the second plat by a 5-2 vote for eighty-eight (88) lots. The concerns of the Commission were the alley between lots 1 and 2. The Commission felt that this alley should turn out to the street. This plat will be heard by the Board of Adjustments on December 13, 1989 concerning side yard variances, front yard variances, and Merchants Association requirements being waived. Mr. Sieb informed the Council that Council does have the authority to grant a front yard variance for a twenty-five (25) foot setback per City ordinances; however, the other two items would be required to be heard by the Board of Adjustments. Mr. Mike Allen, representing Univest Development Company, was also present and discussed this item with the Council. Mr. Allen stated that the plat complies with all conditions of the SF-7 Sub-division requirements. Following discussion on this item, Councilman Smothermon moved that the plat be approved with the condition that the alley between Lots 1 and 2 be connected to Allencrest Lane and that a variance on the front yard setback to twenty-five (25) feet be approved. Councilman Morton seconded the motion; motion carried 7-0 with Mayor Pro Tem Wilkerson, Councilmen Thomas, Morton, Smothermon, Cowman, Robertson and Nelson voting in favor of the motion. PAGE 10 OF 14
