Russell, on December 18, 1989, you received a letter from Mr. Ken Marshall
regarding the Park West Commerce Center request for thoroughfare
realignment. In that correspondence, Mr. Marshall indicated that the
relocation of the six-lane divided roadway appeared satisfactory. Ne went
on to state that potential down-sizing of the road from six-lane to four
was more problematic and required much more detailed analysis.
He posed five questions, some of which will not be resolved until Barton
Aschman has had time to study the issue more carefully. Specifically,
questions SI-impact on other major thoroughfares, $4-justification of
impacts to Airline Drive, and #5-where are the 10,600 plus generated
trips, require more thorough analysis.
Nis question regarding the thoughts of Santa Fe Pacific ($2), can be
answered by stating that Santa Fe strongly supports the Prentiss
proposal. The question regarding construction costs of Southwestern
Boulevard ($3), can be addressed by suggesting that Prentiss is willing to
pay his fair share of road improvements, just as any other developer would
be required.
In sum, then, it is my understanding that our consultant supports the
realignment of the thoroughfare, is not yet in a position to offer an
opinion regarding reduction in thoroughfare width.

West Side Thoroughfare Study
Regarding your memorandum dated January 2, 1990 in reference to the
above, the gest of the memorandum is accurate. However, staff is
recommending that the full width of the roadway, whether four lane
or six lane paving, be bore by the developer.
As you are aware the West Side Thoroughfare Study has begun and our
first coordination meeting will take place within the next week. Staff
believes that a technical answer to whether a four lane or six lane
thoroughfare is needed can be provided prior to the full completion
of the study.

Item 8: To consider a request from Prentis Properties, Limited,
regarding Park West Commerce Center, to amend the City of
Coppell's Thoroughfare Plan for the realignment of Gateway
Boulevard from its current location on the plans to be aligned
with Southwestern Boulevard.
(This request is to amend the City of Coppell's Thoroughfare
Plan for the realignment of Gateway Boulevard from its current
location to a location more closely aligned with existing
Southwestern Boulevard).
Director of Planning & Community Services Gary L. Sieb
introduced the item to the Commission. Mr. Sieb stated that the
Engineering division of Public Works is here to answer any
questions regarding this issue.
Michael Tucker of Prentiss Properties and Mike Starek of
DeShazo, Starek and Tang were present to represent this item
before the Commission. Mr. Tucker stated that the reason for
replatting this property is to rearrange the streets so that
they lend themselves to the development of the property as an
industrial park. He also stated that the current plan shows a
street that connects to Beltline Road, which runs through the
middle of the property and then connects to Freeport Parkway.
They are requesting that the street be realigned to the northern
boundary of the property, its terminus with Beltline Road would
be the same, and its connection to the remainder of the
Thoroughfare Plan would be exactly the same. Mr. Tucker then
stated that in order to develop this as an industrial park, they
need to lay the plan out in a rectangular shape, then install an
interior street system that will allow them to lay the lots out
in large blocks that lend themselves to large 100,000 to 150,000
square foot warehouse buildings. He then stated that there is
one such building already under construction at this site.
Mr. Tucker then introduced Mike Starek of DeShazo, Starek and
Tang. Mr. Starek's company has done a traffic analysis on this
property. Mr. Starek stated that some of the major factors
considered in this type of study are population, employment,

land use, economic development, safety, traffic volumes, levels
of service and cost.
Following discussion Commissioner Weaver moved to approve the
application for the realignment of Southwestern Boulevard as
submitted. Commissioner Scott seconded the motion; Commissioner
Gross then amended the motion to include that they dedicate all
the land for the road from their property. Motion carried (7-0)
with Chairman Munsch and Commissioners Green, Gross, Redford,
Scott, Tunnell and Weaver voting in favor of the motion.
Item 9: Consider approval of a preliminary plat for Park West Commerce
Center (Gateway Park at Coppell), located at the southwest
corner of Beltline Road and Southwestern Boulevard.
P&Z Coordinator Taryon Bowman introduced the item to the
Commission. Ms. Bowman stated Park West Commerce Center had
been previously approved as Gateway Park at Coppell in 1988.
The applicant has altered the alignment of Gateway Boulevard
and; therefore, are technically presenting this as a replat.
She further stated that because they are also changing the name,
this plat must come before the Commission as a preliminary
plat. Ms. Bowman then stated that the following are staff
concerns regarding this plat:

Dedication of easement along the channel - staff does not
have a problem with accepting that easement; however, staff
reco~ends that an Owners Association be established for
the maintenance of that creek.
Street width of Gateway Boulevard will be addressed at a
future meeting.
Mike Tucker of Prentiss Properties, and Don Davis of Don Davis
Consulting Engineers were present to represent this item before
the Commission.
Following discussion Commissioner Gross moved to approve the
preliminary plat for Park West Commerce Center with the
following changes: 1) Park West Parkway become Gateway;
2) Article 4 be changed so that the property owners will form a
property owner association and will maintain the property;
3) the property owners will maintain the property along
Grapevine Creek; and 4) under Article 5, duration Section 1,
should say signed by Mayor and City Council. Following
discussion Commissioner Gross withdrew the motion. Commissioner
Gross then moved to approve the preliminary plat for Park West
Commerce Center without variances, and that the name be changed
to Gateway. Commissioner Tunnell seconded the motion; motion
carried (7-0) with Chairman Munsch and Commissioners Green,

Transmitted herewith is a comment letter from the City of Coppell's
Consultants on the West of Denton Tap Road Major Thoroughfare Plan
Study. Gary Sieb has already received a copy of this from Shohre
Daneshmand when it was received via the Fax.
These comments must be distributed to the P & Z Commission and City
Council when they hear the related cases.
Additionally, the cost of Southwestern/Park West Parkway and
related bridge should be determined early on.

Dear Mr. Doyle:
At your request, we have reviewed the request by Prentiss
Properties Limited, Inc. to realign Southwestern Boulevard and
combine it with Gateway Boulevard. Our concern is the impact of
this request on our West Side Thoroughfare Plan study which we plan
to start in January 1990. It was with this in mind that we
reviewed the request from Prentiss.
To support their req[~est, Prentiss retained DeShazo, Starek & Tang,
Inc. to provide an alternatives analysis for the realignment of
Southwestern. This analysis, submitted Dece~tber 14, 1989, compared
four alternative alignments including the alignment present'ed in
your existing Thoroughfare Plan. DS&T concluded that alternative
2 would allow for the greatest development potential of the
industrial sites and provide for the best movement of traffic
through the area.
From the standpoint of our pending study, we believe alternative 2
is an acceptable alignment in this area and does not significantly
detract from the intent of the existing Thoroughfare Plan
alignment. However, after review DS&T's report, we have a few
questions, namely:

Technical Review and Comment
Attached, please find a copy of a letter of request from Prentiss
Properties Limited, Inc. dated December 14, 1989. In this letter
the applicant is requesting an amendment to the Coppell's
Thoroughfare Plan for the realignment of Gateway Boulevard. This
request combines Gateway and Southwestern Boulevards.
We have asked DeShazo, Starek and Tang to provide you with 20
copies of the realignment study reports, in addition to the one
copy attached to this memo.
We have the following comments and/or recommendation for your
department and the City of Coppell's Policy Bodies to consider.
This memo is a part of a P & Z Commission agenda packet prepared
by this office for the December 21, 1989 Planning and Zoning
Commission meeting.
While it appears that the applicants Transportation/Traffic
Consultant has demonstrated justification for their client's
desired alignment and roadway classification (ie. roadway sizing),
there are some areas needing to be addressed on at least two
levels. The first is on the technical level regarding predicted
traffic volumes at full development and aesthetic/quality of life
issues regarding landscaping and width of medians, etc. Realignment
only is being considered at this time.
The City of Coppell has just engaged a Transportation and Traffic
Consultant on Thursday, December 7, 1989, who as you know will be
providing a recommendation on the West Side Commercial Landowners
Associations request for realigning the thoroughfares west of
Denton tap Road and north of Bethel Road connecting to the SH 121
freeway facility. The study will also take into account the recent
change in Freeport Parkway and the changes in the SH 121
interchanges and ramps.
The study will conduct, independent traffic modeling since the
available data (predicted traffic volumes) does not specifically
provide volumes for the City of Coppell's Internal Thoroughfare
System. That is, the available projected traffic volumes from the
Texas State Highway Department and/or North Central Texas Council
of Governments concentrate on the freeway facilities encompassing
the City of Coppell.
Below are questions and/or issues the applicant should address
before the P & Z and City Council when they consider this requested
Thoroughfare Realignment. These are in no particular order except
as they occurred in reviewing the submitted realignment study.
Thorouqhfare Aliqnment Study for Southwestern Blvd./Gateway Blvd.
The property owners contiguous and/or accessing Southwestern
Blvd. should be notified of the request for the City Council
meeting.
Alternative 4 does not accomplish the current Major
Thoroughfare Plans connecting a major direct through
Thoroughfare from Denton Tap Road to Royal Lane Extension~IH
635.
Traffic Counts were taken on Royal Lane and Freeport
Boulevard. These two roadways, as well as Gateway Blvd. and
Southwestern Blvd., are not completely open to traffic. When
they are built, they would generate traffic to the roadways
under consideration.
If the Prentiss and Santa Fe development were not included in
the employment forecasts, were other areas in the vicinity not
left out. If so, there is more traffic generated to be
accommodated on the thoroughfares under consideration?
Is the 20% trucks assumption an industry standard and if so,
provide the source (page 21).
Are the Trip Distribution percentages an industry Standard and
if so, provide source, etc (page 21).
Alignment characteristics (page 21). The salient characteristics
will be listed here and discussed below.

Discussion
The report concluded Alternatives 3 and 4 least desirable.
Alternative 2 is more desirable over Alternate 1, which is the
current Major Thoroughfare Plan. Therefore, we should then
critically examine Alternative 2 to assure that it is a viable or
"best" traffic alternative.
Conclusion/Recommendation
After the above questions and issues are addressed, with no
resulting adverse impact on the capacity or loading of the proposed
thoroughfare, it appears that the request on the Prentiss
Properties Limited, Inc. Tract only is acceptable. However, if
that request is dependent upon changes on the tract to the west
then that landowner should be a party in the decision-making.

Re: Revision to City Thoroughfare Plan
Dear Russell:
In conjunction with our replatting of the Park West Commerce
Center we are requesting that the City's thoroughfare be revised
to change the alignment of Gateway Boulevard to that shown in
the accompanying land plan.
The current thoroughfare alignment makes it impossible to
develop the area north of Airline Drive as an industrial park.
The resulting lot configuration has depths that are unworkable
for industrial buildings.
The present thoroughfare alignment of Gateway Boulevard also
precludes bringing rail service into the park. We believe that
the ability to offer rail service is important to attract top
quality tenants to the park.
The requested realignment permits the eastern and western
terminus of the road to remain unchanged thus preserving the
travel line shown on the existing thoroughfare plan. The
realignment is extremely important to our ability to develop the
property as a first class industrial park.

Item 12:
Discussion, consideration of approval of a request from

Director of Planning and Community Services Gary Sieb made the
presentation to the Council. He introduced Mr. Michael Tucker of
Prentiss Properties who spoke to the Council on a requested change of
the City's Thoroughfare Plan in order to accommodate the development of
the property described in the caption as an industrial park. The
proposed realignment of Gateway Boulevard will connect with Beltline
South on the east of this development and with Freeport Parkway on the
West of this development in its currently approved location. Following
discussion by the Council, Councilman Morton moved that the recommended
change to the Thoroughfare Plan be approved. Councilman Thomas seconded
the motion which carried 6-0 with Mayor Pro Tem Wilkerson, Councilmen
Thomas, Morton, Cowman, Robertson and Nelson voting in favor of the
motion.
Item 13:
Discussion, consideration of approval of a preliminary plat
for Park West Commerce Center, formerly known as Gateway Park
at Coppell, located at the southwest corner of Beltline Road
and Southwestern Boulevard, at the request of Prentiss-Copley.
Director of Planning and Community Services Gary Sieb made the
presentation to the Council. This request is for approximately 350
acres and is recommended for unanimous approval by the Planning and
Zoning Commission. Following discussion by the Council, Councilman
Robertson moved that the plat be approved as presented. Councilman
Nelson seconded the motion which carried 6-0 with Mayor Pro Tem
Wilkerson, Councilmen Thomas, Morton, Cowman, Robertson and Nelson
voting in favor of the motion.
Item 14:
Discussion, consideration of approval of a variance from
section 10-5-3;B3 of the Sign Ordinance which concerns
attached signs. The variance is requested by Exxon Company
USA for the property located at 105 S. Denton Tap Road.
Chief Building Official Dale Jackson made the presentation to the
Council. Also present to discuss this item was Mr. Perry L Jordon, III,
representing the applicant. Mr. Jordon stated that the request for the
signage is to maintain consistent advertising nationwide. Following
discussion on this item, Councilman Robertson moved that the request be
approved. Councilman Cowman second the motion which failed 2-4 with
Councilmen Cowman and Robertson voting in favor of the motion and Mayor
Pro Tem Wilkerson and Councilmen Thomas, Morton, and Nelson voting
against the motion.
Item 15:
Discussion, consideration of approval of a variance from
Section 10-5-2;B of the Sign Ordinance which regulates sign
setbacks. The variance is requested by POB Montgomery and
Company for the property located at 580 S. Denton Tap Road.
Chief Building Official Dale Jackson made the presentation to the
Council. Mr. Jackson stated that the applicant has requested to place a
monument sign in front of his company building to replace the existing
sign. The replacement sign will be too close to the right-of-way of
