Page 2 of 3 COMPREHENSIVE PLAN: Single-family development is Comprehensive Plan. suggested for this area according to the ANALYSIS: The North Lake Woodlands area that surrounds this tract is mostly built- out. This is one of the few undeveloped parcels in the NLW area. If the plat is approved as submitted, then it will very likely conform to what has already been constructed in the subdivision. One of the variance requests submitted along with the plat requires some discussion. A request for a waiver of a concrete pavement and enclosed drainage system is not unreasonable, since the area around the subdivision has been developed in the same manner for many years now. To require this applicant to install an underground drainage system wOUld not serve much purpose, because there are no nearby lines to connect to. The alley waiver has been requested, so as to stay in line with the character of the neighborhood, which does not include alleys. Mayor Pro Tern Robertson moved to approve the (Secondary) Final Plat for the Coppell Library Addition, located along Heartz Road, approximately 1,500 feet south of Parkway Boulevard. Councilmember Weaver seconded the motion; the motion carried 6-0 with Mayor Pro Tem Robertson and Councilmembers Weaver, Stahly, Watson, Mayo, and Garrison voting in favor of the motion. 17. Consideration and approval of a preliminary plat (resubmittaD for Waterside Addition, Phase III, located at the northwest corner of MacArthur Boulevard and Parkway Boulevard, at the request of Dowdey Anderson and Associates. Gary Sieb, Director of Planning and Community Services made a presentation to the Council. Mayor Pro Tem Robertson moved to approve a preliminary plat (resubmittal) for Waterside Addition, Phase III, located at the northwest corner of MacArthur Boulevard and Parkway Boulevard with the following conditions: 1) variance for the minimum center line radius from 425 to 150 feet; 2) variance for the deletion of alleys for lots 1-15, Block G; 3) variance to allow a cul-de-sac length of more than 600 feet; and 4) variance to allow the deletion of alleys. Councilmember Mayo seconded the motion; the motion carried 6-0 with Mayor Pro Tern Robertson and Councilmembers Weaver, Stahly, Watson, Mayo, and Garrison voting in favor of the motion. 18. Councilmember Garrison seconded the motion; the motion carried 6-0 with Mayor Pro Tern Robertson and Councilmembers Weaver, Stahly, Watson, Mayo, and Garrison voting in favor of the motion.
