(Acting P & Z Coordinator) October 7, 1985 The Parks Apartments Preliminary - Final Plat/Site Plan We have reviewed the above referenced project for conformance to the City of Coppell Zoning Ordinance and Subdivision Ordinance. The following sets forth our comments. A. General This case was tabled at the September 26, 1985, P & Z meeting. They were requesting preliminary plat approval. This submission is requesting preliminary/final plat approval, in order that they may be placed on the October 22, 1985 Council agenda. B. Zoning 1. The applicant proposes to construct one hundred sixty (160) units of one and two bedroom multi-family dwelling on 7.6212 acres of land. Present zoning is MF-2. To the north, across Parkway Boulevard is SF-0 zoning; to the east in the vicinity of Samuel Boulevard is SF-9 zoning; to the south, immediately adjacent to the property, is additional MF-2 zoqing; and to the west, immediately adjacent to the property,~s~ more MF-2 zoning with TR-2 zoned land beyond that. The building heights are well within the regulations required. Maximum height of buildings appear to be 28 feet, and MF-2 zoning allows up to 45 feet. The building setback lines, front, side and rear appear to be adequate. Units 15, 16, 17, and 18 appear to be 15' off property line instead of called 20' setback. MF-2 zoning allows 22 units/acre density, while this plan proposes a density of 21 units per acre. The minimum dwelling unit sizes have been exceeded. One bedroom: 600 SF required, 801 or 823 SF provided; two bed- room: 700 SF required, 1091 or 1233 SF provided. Therefore, the requirements have been met. 6. Parking regulations have been met. 16135 Preston Road · Suite 106 · Dallas, Texas 75248 · Phone 214/386-6611 Co 0 Se Plat/Plan The westernmost drive should align with Phillips Drive across Parkway Boulevard and not be offset as shown. This will create a traffic problem as it is now designed. Contractor will furnish and install meter box for water meter installation. Jetting not allowed for trench back- fill. Install a master water meter system as per City of Coppell standards in lieu of 6 - 9 meters as shown. Install a fire hydrant in vicinity of buildings 915 and 916 and relocate hydrant from near building 910 west, nearer building 99. No provisions have been made to accept the drainage from the Daybridge Learning Center to the east, as the Commission was led to believe at the last P & Z meeting. Drainage design should be based on 100-year storm frequency and utilize TP-40. 7. Provide screening as outlined in Zoning Ordinance. D. Summary We recommend approving the preliminary/final plat as submitted with the stipulation that prior to placing on the Council agenda for final approval, the items listed above be addressed and that complete construction plans be submitted for review and approval.
