HISTORY:
This property was originally platted in 1990, and as individual
sites have been sold off, re-platting has occurred. Such is the case
with the current application as the owner wishes to replat five lots
where two were platted in 1990.
TRANSPORTATION:
Beltline Road is a six lane divided thoroughfare built to standard.
Southwestern is a two lane asphalt roadway which will eventually
be improved to a four lane divided street contained within 90 feet
of right-of-way.

COMPREHENSIVE PLAN: The Plan indicates that industrial uses are best suited for this site.
ANALYSIS:
This plat was submitted as an outgrowth of the MJ Designs pending move
to Coppell, and MJ's desire to locate in Park West Commerce Center·
The initial plan is to begin development of an approximate 300,000 square
foot warehouse and 50,000 square foot office building on Lot 1, Block 2
(the western portion of the plat), and to gradually move to the east to Lot
2 in the same Block. Because of a desire to develop Lot 2 as a contiguous
whole, this replat abandons a 65 foot right-of-way for proposed Executive
Drive. Staff is in general agreement with the replat provided:
1. minimum finished floor elevations need to be shown on the
plat; and
2. a 20 foot maintenance easement should be continued along
the northwestern portion of the plat as shown on the plat
submitted.
According to the attached letter, Prentiss Properties agrees to install
Southwestern Blvd. at such time that the City of Coppell deems necessary;
however, the letter does not address the width of the roadway expansion
nor does it pinpoint the exact intersection at which the street will
commence and end. It would be wise to get that clarification during this
platting process.
ALTERNATIVES:
1) Approve the replat.
2) Deny the replat.
3) Modify the replat.

Dear Ms. Dane~hmand:
Pursuant to your request, on the attached letter, for our
comments, we offer the following.
We did not re-review the mark-ups to see if all prior
comments had been addressed. If you want us to, please have
Ben send us the revised plans after staff has had 'an
opportunity to review their comments.
We understand that the improvements to Southwestern
Boulevard will not be done until such time as traffic or
City Engineer demands it to be constructed. We have no
objection to this. If median openings are not "set" and the
road not constructed, then we have no objection to allowing
landscaping plans being submitted at a later date. Our
suggestion would be, that prior to receiving a permit to
construct Southwestern Boulevard, the landscape/irrigation
plans be submitted, reviewed and approved.
We have no objections to allowing the 24" waterline to
remain under the pavement, in lieu of relocating it
elsewhere. Please have Howard Pafford indicate his
preference.

to be fully installed prior to the issuance of a

~Construc=ion Permit Fees: The City currently requires

"inspection fee"). Additionally, the Subdivision
Ordinance requires the Develope~ to escrow an amount

A variance to Section XVI, Paragraph E o~ the
Subdivision OrdinanCe is hereby gramted =o allow the
Developer to (i) pay inspectioa fees prior ~o ~he

~he filing fee for each respective replat~ and (ii) Pa2
the cons=ruction permit fees prior to obtainin~
construc=ion permits for improvements necessary for each
replat in amounts equal to 1.5~ of the items to be
constructed for dedication to the City necessary for
each respective replat.

Construction of Southwestern Drive shall be deferred
until such ~ime that traffic on Southwestern Drive

Mayor Morton opened the Public Hearing and asked for those persons wishing to speak in favor
of this proposal. There were none. He then asked for those persons wishing to speak in
opposition of this proposal. Again, there were none. Mayor Morton then closed the Public
Hearing. Mayor Pro Tem Robertson moved to approve a replat of Gateway Business Park, Lots
1 and 2, Block 2, located at the northwest comer of Freeport Parkway and Gateway Boulevard.
Councilmember Watson seconded the motion; the motion carried 7-0 with Mayor Pro Tern
Robertson and Councilmembers Weaver, Stahly, Watson, Reitman, Mayo, and Garrison voting
in favor of the motion.

Public Hearing: Consideration and approval of a replat of Park West
Commerce Center, located at Beltline Road at Airline Drive, at the request of
Albert Halff and Associates.
Gary Sieb, Director of Planning and Community Services, made a presentation to the Council.
Mayor Morton opened the Public Hearing and asked for those persons wishing to speak in
opposition of this proposal. There were none. He then asked for those persons wishing to speak
in favor of this proposal. Bill Dalton, 700 Pacific Avenue, representing the developer spoke in
favor of the replat. Mayor Morton then closed the Public Hearing. Councilmember Mayo
moved to approve a replat of Park West Commerce Center, located at Beltline Road at Airline
Drive. Mayor Pro Tern Robertson seconded the motion; the motion carried 7-0 with Mayor Pro
Tern Robertson and Councilmembers Weaver, Stahly, Watson, Reitman, Mayo, and Garrison
voting in favor of the motion.

Public Hearin_m Consideration and approval of a replat for St. Ann Catholic
Church Addition, located at the northeast corner of Sandy Lake Road and
Samuel Boulevard at the request of the Catholic Dioceses.

Mayor Morton opened the Public Hearing and asked for those persons wishing to speak in favor
of this proposal. Jay Turner, 747 Blue Jay, requested a variance on the sidewalk issue. Father
Broderick addressed the Council in favor of this replat. Mayor Morton then asked for those
persons wishing to speak in opposition of this proposal. There were none. Mayor Morton then
closed the Public Hearing. Councilmember Stahly moved to approve the replat for St. Ann
Catholic Church Addition, located at the northeast comer of Sandy Lake Road and Samuel
Boulevard and to delay sidewalks to be put in when the property is developed and authorize the
Mayor to sign. Councilmember Mayo seconded the motion; the motion carried 7-0 with Mayor
Pro Tern Robertson and Councilmembers Weaver, Stahly, Watson, Reitman, Mayo, and
Garrison voting in favor of the motion.

Public Heoring: Consideration and approval of a replat of Lake Park
Addition, Block E, Lots 10-15 and 17-25, located west of MacArthur
Boulevard, along DeForest Road and Lake Park Drive, at the request of
Dowdey Anderson Engineers.
Mayor Morton presented a letter to Council from the applicant requesting that this item be
withdrawn. Mayor Morton also stated that Councilmember Reitman had filed a formal affidavit
asserting a conflict of interest and that his abstention would not be counted as an affu'mative
vote. Councilmember Mayo moved to deny a replat of Lake Park Addition, Block E, Lots
10-15 and 17-25, located west of MacArthur Boulevard, along DeForest Road and Lake Park
Drive. Mayor Pro Tern Robertson seconded the motion; the motion carried 6-0 with Mayor Pro
Tem Robertson and Councilmembers Weaver, Stahly, Watson, Mayo, and Garrison voting in
favor of the motion.
