HISTORY:
The original platting of this property was in large blocks and it took place
in 1990. Replatfing has occurred periodically with the sale of the
individual sites. City Council approved a replat on this site on June 11,
1996. The parcel of property measured approximately 29.3 acres and
consisted of two lots with a 320,000 s.f. facility being proposed on Lot 1,
Block 5.
TRANSPORTATION:
Beltline Road is an existing 6-lane divided major arterial in a 120'-
wide right-of-way. Airline Drive is a C4U 4-lane undivided
collector street within a 60'-wide right-of-way.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for industrial
and showroom use.
DISCUSSION:
This replat is virtually identical to the one approved back in June of 1996
with the exception of the interior lot line separating the two lots being
moved northward by approximately 40 feet, thus reducing the size of Lot 1
by about 38,250 square feet. The previously approved site plan for Lot 1
consisted of a 320,000 square foot warehouse/distribution facility. The
submitted site plan is showing a 151,304 square foot office facility for IBM
with 910 parking spaces, approximately 400 parking spaces over the
required amount by city code. The high number of parking spaces is to
accommodate the anticipated employment of 800 people which could
increase to about 1,000 people in the next several years. An employee
cafeteria is being proposed for this office facility.
The exterior building facade is very similar in appearance to existing
warehouse distribution facilities located in the Park West Commerce
industrial park. The exterior will be painted concrete tilt walls and the
storefront windows will have tinted glass. The applicant is proposing a
gray finish building with a white painted band above the storefront
windows. Feature entrances will be located along Beltline Road, as well as
on the west side of the building. Scored concrete paving and stairs will
accentuate the entrances into the building, as well as a number of concrete
panels with reveals and a wood and steel trellis above and between each of
the panels. Staff requests more detail with regards to the panels and trellis.
The applicant is also proposing landscape strips all around the building, as
well as landscaping by the entrances. An interior oversized landscape strip
is also being proposed for the parking area on the west side of the building.
In reviewing the landscape plans staff noticed additional stepping stones
being added to the oversized landscape strip, as well as on the two oversized
landscape islands with a decorative feature adjacent to the northern and

southern elevations of the building. The dimension of each of the individual
stepping stones is approximately 25 square feet and the applicant is
proposing 113 of these stones for the oversized landscaped strip and another
48 for the oversized landscape islands. The Planning and Zoning
Commission will be asked to make a judgement call whether the additional
4,000 square feet of stone pavement should be considered as landscaping or
pavement. Although a close call, staff would consider this feature a
landscape element. This particular site plan barely meets city landscaping
requirements and an additional 4,000 square feet of pavement could impact
the landscaping calculations. Also, staff requests that the red tip photinia be
replaced with a Nellie R. Stevens Holly.
A monument sign is being proposed at the Belfline Road driveway. The
dimensions of the sign comply with city specifications. However, no bacldit
plastic is permitted within detached monument signs. All signs must have a
masonry base, which includes brick, stone, concrete or other similar
materials excluding stucco and "concrete blocks". Applicant will have to
modify the building materials to comply with city code.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the replat, as well as the site plan subject to the
following conditions being met:
1)
Submit the A1.2 elevations showing in detail the screen wall with wood and
steel trellis.
2) Replace the red tip photinia with the Nellie R. Stevens Holly on the
landscape plan.
3) Determine if the surface of stepping stones should be considered as
pavement or landscaping.
4) Modify the monument sign and bring it into compliance with city code.
5) Payment of impact fees (see Engineering comments).
