Per our conversation, IBM will provide 500 full size parking spaces for our 150,000
SF facility, based on City of Coppell requirements for 1 parking space per 300 sf of
office space. Based on our planned personnel count for future growth, IBM will
require approximately 1000 parking spaces to serve this facility. Due to our lot size, as
well as City of Coppell landscape requirements, only 900 full size parking spaces can
be located on this site. The City has no definition or allowance for compact parking
spaces.
It is IBM's intent to stripe the parking to provide for 900 full size spaces upon move in.
In order to provide for future growth, IBM may, after move in, restripe the additional
parking (over the 500 required by code) to provide 8'-0" X 19'-0" compact spaces. In
no instance will this restriping impact either the code required for 500 lull size spaces or
fire lane widths or fire department access.

The Coppell Zoning Ordinance stipulates that, with only two exceptions, a parking space shall be
a minimum of 9 feet in width and a minimum of 19 feet in length. The two exceptions relate to
conditions where the front of a car may overhang the pavement provided, either over a sidewalk
or over low landscaping.
To accomplish what you suggest in your letter dated December 17, 1997, the appropriate means
is to request a special exception from the Board of Adjustment. City Council has authorized the
Board of Adjustment to waive or reduce parking and loading requirements when the use of a
building is such as to make unnecessary the full provision of parking or loading facilities (in this
case, relative to size of spaces, not number). Whether or not the Board would see fit to reduce
the requirements remains to be seen. However, the property owner may request the special
exception by contacting the Building Inspection Department.
