'?'~ DATE: The attached letter requests an alteration to the subdivision regulations which requires 6" thick concrete paving in all parking and traffic maneuvering areas in the City. As pointed out in this letter, the Coppell Independent School District has been granted similar requests for 5" thick concrete in certain areas in the past, and the granting of this alteration wouId be consistent with prior Council action. As a point of information, our redraft of the Subdivision Ordinance win address this issue, and if passed, not require 6" paving throughout similar projects. BUDGET AMT. Box 478 Coppell, Texas 75019 RE: Pinkerton Elementary School Addition and Renovation Dear Gary: On behalf of Coppell I.S.D., SHWC, Inc. requests a hearing of the Coppell City Council on a variance for the above mentioned project. Coppell i.S.D, would like to request a change from the present requirements of 6" thick con- crete paving to 5" thick concrete paving in the parking and light traffic areas. All bus and serv- ice drives will be constructed with 6" thick concrete paving. All concrete paving, whether 5" or 6", will be installed on lime stabilized sub base. This request is being made based on the information provided by Maxim Engineers, whose soil investigation indicates that a 5" thick concrete pavement section for the parking and light traffic areas is sufficient for these selected areas. I have included the section of this soils report per- taining to pavement recommendations for your review. Coppell I.S.D. applied for and was granted this very same request for the parking areas at Cop- pell High School parking areas, Austin Elementary School, Mockingbird Elementary School, and Coppell Elementary School #5 on Coppell Road. I would appreciate your consideration of this request and would like to be considered for the earliest possible date for the City Council's upcoming meeting. A Planning and Zoning Committee member will also be asked to serve in this capacity. Councilman Peyton Weaver agreed to work with Staff on this project. G) LIBRARY Councilman Weaver reported that the list of architects being considered for the new library has been narrowed down to six, and they will be interviewed over the next few weeks. K) PARI( Councilman Thomas reported that there is a temporary sign being made for the concession stand, with a permanent sign to be constructed at a later date. L) RECYCLING COMMITTEE Councilman Weaver stated that the success of the recycling effort could largely be attributed to the citizens committee. M) SCHOOL There was no report at this time. N) SCHOOL FINANCING Councilman Morton stated that he and Mayor Wolfe had attended a meeting for the purpose of briefing those present on the legislative changes for the school financing. He stated that Coppell will be joining other cities in a suit against the Senate bill, testing its constitutionality. CONSENT AGENDA Item 18 A. Consideration and approval to reject all bids received for Bid No. Q 0291-06 "rescue equipment". B. Consideration of request of Coppell Independent School district to vary the Subdivision Ordinance requirement of 6" thick concrete in parking lot and light traffic areas to 5" thick, at Pinkerton Elementary School. C. Consideration and approval of a final plat resubmittal for Park Place Addition Final Plat, located at the northeast Comer of Sandy Lake Road and Heartz Road, at the request of Mr. Mike Allen. Mayor Pro Tem Smothermon moved to approve Item 18 A, B, and C. Councilman Thomas seconded the motion.
