CERTIFICATE OF APPROPRIATENESS - BETHEL CEMETERY STORAGE BUILDING

LOCATION: On the grounds of the Bethel Cemetery which is located at the east end of
Christi Lane, south of Bethel School Road.
SIZE OF AREA: Pad site for the building is 14 feet by 16 feet, and is located along the
eastern side of the Bethel Cemetery.
REQUEST: To consider granting a landmark status to a log cabin which will be used
for storage of cemetery m~ntenance equipment and supplies.

HISTORY: An earlier zoning case to declare the cemetery historic (H) was heard
earlier at this same public meeting.
TRANSPORTATION:
Christi Lane is a minor, two-lane street which ends in a cul-de-sac at this
property boundary - the Certificate of Appropriateness will apply to a
building on this site; Moore Road is an improved two-lane undivided
street (C2U) contained within a 60' right-of-way.
SURROUNDING LAND USE & ZONING:
North - single-family housing; PD-SF-9
South - single-family housing; PD-SF-9
East single-family housing; PD-SF-9
West - single-family housing; PD-SF-12
COMPREHENSIVE PLAN:
The Comprehensive Plan shows single-family development as being most
appropriate in this area.
ANALYSIS: This request for landmark status warrants some explanation before staff
recommendation is stated.
Approximately one year ago, the Historic Bethel Cemetery Association
approached the Board of Adjustment, requesting that a log cabin
maintenance building be allowed on the Bethel Cemetery property. The
reason given for requesting the building was so lawn mowers and other
maintenance equipment and supplies could be stored on-site, thus relieving
a considerable burden the Association was faced with regarding
transporting equipment back and forth to the cemetery, there was
considerable opposition to the Board request expressed by the immediate
neighborhood ranging from a dislike of the appearance of the log cabin to
just not wanting any change to the land, and the Board denied the request.
The Association had already purchased the building, and was in a
quandary as to what to do next.
In March of this year, the Council passed our historic ordinance which has
a provision which allows new buildings to be placed in historic districts
as long as they are "appropriate". Because log cabins were quite common
when the Bethel Cemetery was established, the Association approached the
Historic Commission (which was established this past summer) and
requested that the cabin be allowed to be placed on the Cemetery property
because it was an appropriate building of the time of active internment in
the graveyard. The Historical Commission meeting will be the first recent
hearing in which the neighborhood has received public notice (Historic
Commission meetings are public, posted meetings, but no notice to
abutting neighbors is provided, and staff anticipates considerable
community dialogue if the Board of Adjustment meeting can be used as
a measuring device. That being the case, staff would recommend that if
the community consensus favors the log cabin, then it should be
recommended for placement on the cemetery grounds. If, on the other
hand, there is considerable neighborhood opposition to the placement of
the building on the property, staff would recommend that the that..[he
Certificate of Appropriateness be denied.
