RE: PECAN RIDGE ADDITION - PRELIMINARY PLAT
Dear Mr. Fraze:
Thls letter is to inform you that your request for approval of a
preliminary plat of the Pecan Ridge Addition, was approved by the Coppell
City Council on December 11, 1990, with conditions.
As noted at the meeting, Council has concerns regarding the improvements
to Lodge Road. One of the reasons for following the Planning Commission's
recommendation that Lodge be constructed - with appropriate dedication -
to the satisfaction of our Public Works Department, relates to the
Ihnfeldt and Hitchcock tracts. It was very clear that Council wants those
two properties to accommodate appropriate right-of-way, and road
construction if needed, to allow proper and safe travel along that road.
Council further expressed a willingness to work with you to achieve that
end. I would urge you to address this concern at your earliest
convenience as proper resolution of the Lodge Road issue is paramount to
approving a final plat on this property. We would hope an agreement
similar to the one you obtained from Mr. Freeman (at the north end of the
Pecan Hollow subdivision) could be procured from Ms. Ihnfeldt and Mr.
Hitchcock. However, if a mutually satisfactory agreement can not be
achieved, the City would assist in resolving this issue, going as far as
considering eminent domain proceedings. If we were to get involved, it
would be with the understanding that our costs to initiate, process, and
conclude the procedure would be at your expense. Because such action
takes anywhere from ninety days to six months or more, I urge you to use
every means possible to avoid our involvement.
Council further expressed a desire for you to discuss and resolve any
screening issues'between your subdivision and Ms. Ihnfeldt's property.
Although I believe you have discussed this subject with her, Council wants
to be comfortable that Ms. Ihnfeldt's concerns have been addressed.
