SUMMARY:
Applicant is requesting approval of the final plat
with variances.
Variances requested are:
1) To allow a radius of 360'. (Subdivision Ordinance

2) Delay of landscaping for Parkway Boulevard.
Staff recommends that the developer be requested
to landscape the median as suggested by the
Streetscape Plan.

represent this case before the Planning and Zoning
Commission.
Following discussion, Commissioner Redford moved to approve
the preliminary plat for Shadow Woods Estates with the
requested variances. Commissioner Green seconded the
motion; motion carried (4-0) with Commissioners Green,
Johnson, Redford and Thomas voting in favor of the motion.
Item 7: To consider approval of a preliminary plat for Heartz
Road, located south of Parkway Boulevard, and north of
Sandy Lake Road, at the request of ABQ Development.
Russell Doyle~ introduced the item to the Commission. He
stated that the applicant is requesting two (2) variances;
(1) radius of the curb from 425 feet to 209 feet, and: (2)
one-half right-of-way and roadway on the northern half near
Sandy Lake Road. He further stated that any outstanding
construction issues will be addressed during the final
platting process.
Jerry Parche, Consulting Engineer for ABQ Development, was
present to represent this item and answer any questions.
Following discussion Commissioner Redford moved to approve
the preliminary plat for Heartz Road with variances.
Commissioner Green seconded the motion; motion carried
(4-0) with Commissioners Green, Johnson, Redford and Thomas
voting in favor of the motion.
Item 8: To consider approval of a final plat for Northlake
Woodlands East #12, located at the northwest corner of
Mockingbird Lane and the St. Louis and Southwestern
Railroad, at the request of Don Tipton Engineering.
Commissioner Thomas stated that the applicant has requested
that this item be withdrawn and placed on the February,
1989, Planning and Zoning Agenda. He then called for a
motion. Commissioner Green moved to deny the final plat
for Northlake Woodlands East #12. Commissioner Redford
seconded the motion; motion carried (4-0) with
Commissioners Green, Johnson, Redfordand Thomas voting in

Item 10: To consider approval of a preliminary plat for the Coppell
Health Care Center Addition, located near the southeast
corner of Denton Tap Road and Parkway Boulevard, at the
request of the Metrocrest Hospital Authority.
Russell Doyle introduced the item to the Commission.
Jack Bailey with the Metrocrest Hospital Authority was
present to represent this item. Mr. Bailey stated that
this is the first phase of a 15 acre site, and that they
hope to have it completed by the end of the year. Mr. Mike
Allen of Univest Development Company, and Mr. Grant Hensley
of the Mediplex Group were also present to represent this
item.
Following discussion Commissioner JohnSon moved to approve
the preliminary plat for the Coppell Health Care Center.
Commissioner Redford seconded the motion; motion carried
(4-0) with Commissioners Green, Johnson, Redford and Thomas
voting in favor of the motion.
Item 11: To consider approval of a final plat for the Coppell
Health Care Center Addition, located near the southeast

Dear Taryon:
We have reviewed the above referenced subject and offer the
following comments.
Sub-Division Ordinance requires a minimum centerline street
radius of 425'. High School Drive currently shows 360',
therefore, either the layout needs revised or a variance
requested. Due to the close proximity of this curve
to the T-intersection with Parkway Blvd., however, we have
no objections to the layout as shown since vehicles shall
either be in a stopping or turning motion at relatively low
speed (ie., less than 30 mph) in these curve locations.
Applicant is currently making needed revisions to the
construction drawings as requested by the engineering
department. We shall verify all items are appropriately
addressed prior to the plans being stamped "Approved for
Construction".
Per the Sub-Division Ordinance the applicant must escrow
with the city $15,782.25 for their portion of the extension
of a 16" water main across Denton Tap Road. This water main
extension is part of the City's 24" Crosstown Waterline and
Miscellaneous Waterlines CIP Project. The extension is in
the City's CIP project to provide water to the west side of
Denton Tap Road. Their co~t represents the cost for them to
extend a 12" water main across the road and the City's cost
($5260.75) is to cover the cost of the oversizing per the
Sub-Division Ordinance. Backup material on this issue is
provided herein.
ROW corner clips (25'x 25') are needed ~t the intersection
of Denton Tap Road and Parkway Blvd. to accomodate permanent
traffic signals at this intersection. Separate Easement
Dedication instruments at this time, however, would
accomodate the Denton Tap CIP project for the present,

provided, applicant would agree in writing at the time of
final platting that when the adjacent ABQ properties
develop, right of way dedications would be provided on those
plats.

Parkway Boulevard West - Final
No landscaping plans for the median were reviewed as the Subdivision
Ordinance and Streetscape Plan call for. It is my understanding
the developer wishes to postpone these improvements until the area
develops and filling operations are completed across this roadway.
Therefore, Staff recommends that the developer be required to landscape
the median to the extent suggested by the Streetscape Plan. The
City maintains these areas per the plan upon acceptance of the roadway.
The plan is acceptable as submitted but a review of irrigation and
landscaping plans is still requested by Staff to assure compliance
with applicable ordinances.

Dear Ms. Bowman:
In order that roadways can be constructed that will provide
public access to the new Coppell High School, our client, ABQ
Development Corporation, has directed our firm to prepare the
subject plat and construction plans for these improvements. The
plat provides for the dedication of Parkway Boulevard for
approximately 800 feet west of Denton Tap Road and for a roadway
from Parkway Boulevard to the High School property line. In
addition, right-of-way is platted adjacent to the west side of
Denton Tap Road in order to provide a total of 100 feet of right-
of-way width for this improved roadway.
Street alignments and right-of-ways shown on the Final Plat are
in accordance with the approved Preliminary Plat of these
roadways. On behalf of our client, the City of Coppell Planning
and Zoning Commission and City Council are requested to approve
two variances indicated on the Final Plat and described below.
1. Use of 360 foot centerline radius curves in the High
School Access Road.
The High School Access Road was designed in accordance
with the alignment already under construction (and now
completed) within the High School property. The
centerline radius of this roadway as it is constructed
within the High School site up to the High School
property line is 360 feet. Referring to the plat
drawing, this radius was extended northeasterly onto
ABQ property. The alignment is then reversed back to
the north to form a 90~ intersection with proposed
Parkway Boulevard.
Since deceleration is required as traffic exiting the
High School approaches the "T" intersection with
Parkway Boulevard, and due to the relatively short
distance between Parkway Boulevard and the High School
property line, conditions in the High School Access

Road will not be suited to the higher speed limits that
the radius lengths specified in the City Ordinance are
designed to accommodate. Therefore use of 360 foot
centerline radius in the High School Access Road is
requested. This radius is in accordance with the
radius used in the approved Preliminary Plat.
2. Delay of Landscaping in Parkway Boulevard
ABQ Development Corporation wishes to assist the
Coppell Independent School District in providing
roadways to the new High School. However due to
current adverse market conditions, ABQ requests that
the City of Coppell grant a variance to delay
installation of landscaping until adjacent properties
are platted. This will allay the financial burden of
installing and maintaining landscaping until market
conditions warrant such expenditures.
ABQ will provide a two-inch water service to the median
area for future irrigation facilities. In addition ABQ
will seed the median with Bermuda grass, as well as the
adjacent parkways, to control erosin.

Paving Improvements for these proposed roadways as revised in
accordance with Ginn's and other Development Review Committee
comments. Revisions are described below.
1. Site Grading Plans

Variance requested for street lights is deleted. ABQ
has agreed to provide street lights with plat approval.
A variance is requested for use of a 360 foot radius in
the High School Access Road. A separate letter is
provided requesting variances.
City permission to allow earth moving equipment to
cross Right-of-Ways, as stated in Note 5 on the plat,
is essential for ABQ to proceed with construction of
the streets shown theron at this time. At a meeting on
January 6, 1989, it was my understanding that Mr. Kevin
Peiffer of Ginn, Inc., upon learning that "owner" as
used in this note refers to ABQ Development
Corporation, withdrew his objections to this note as
long as the conditions for the City granting this
permission as stated in Note 5 are maintained.

Proposed grades in Parkway Boulevard at the
intersection with Denton Tap Road have been coordinated
with grades for the Parkway Boulevard turnout designed
by Ginn, Inc. Also an inlet is added on the south side
of Parkway Boulevard to remove storm water runoff from
the street just west of the intersection.

Water, Sanitary Sewer, and Storm Drainage Plans
The future 16-inch water line in Denton Tap Road north
of Parkway'Boulevard is proposed to be located in the
Denton Tap Road Right-of-Way. The proposed 8-inch
sanitary sewer adjacent to Denton Tap Road is located
eleven feet from the west Right-of-Way line. Therefore
the distance between the future water main and the
currently proposed sanitary sewer is in excess of
minimum requirements.

Proposed water mains under Denton Tap Road at the
Parkway Boulevard intersection will be shown on the
water and sanitary sewer layout sheet in accordance
with Ginn's plans.
The Drainage Area map has been revised such that almost
all the runoff from area A-4 (now indicated as area
C-i) will be picked up in Storm Drain Line C prior to
entering Denton Tap Road. A note is added indicating
that storm sewer Stubout D-3a must be extended and pick
up runoff in area D-1 upon development of sites in this
drainage area.
Construction plans for Storm Drain Line C and a short
extension of existing Stubout D-3a will be submitted by
Wednesday, January 11, 1989. This drawing will be
included as Sheet No. 8 of the Plans.

City Engineer Russell Doyle made the presentation to the Council. Also
present to discuss this item with the Council was J. Chester of ABQ
Development. Following discussion on this item Councilman Morton moved
that the final plat for Parkway Boulevard (west) be approved alon$ with
the requested variances for allowing a radius of 360 feet, delay of
landscaping for Parkway Boulevard, and approval of the plat is subject
to finalization of wording concerning repairs of Parkway Boulevard by
ABQ Development during dirt moving and hauling process. Councilman
Wolfe seconded the motion; motion carried 5-0 with Councilmen PettiJohn,
Horton, Smothermon, Wolfe and Nelson voting in favor of the motion.

Consider approval of a preliminary plat for the Coppell Health
Care Center Addition located near the southeast corner of
Denton Tap Road and Parkway Boulevard at the request of the
Metrocrest Hospital Authority.

Councilman Smothermon moved to approve the preliminary plat for the
Coppell Health Care Center Addition. Councilman Morton seconded the

Jack Bailey, Hr. Mike Allen, Mr. Charles Hodges and Mr. Grant Hensley
were also present to discuss this item with the Council. Following
discussion Councilman Morton moved that the final plat be approved with
the following stipulations:
The rendering dated 02/01/89 shoving the rearrangement of the
parking lot be adhered to for construction of the project.
Construction plans for the lake be approved.
