BOX 478 Coppell, TX 75019 Re:16" Water Line - Par~ay Blvd.3~.'~dL ~'~ (Line C) Dear Mr. Doyle? 0-~ We wish to present to you a su~a~ of the issues and the re~ests made by ABQ regarding the above referenced project. Our reference to "Line C" refers to "Line C" of the 24" Crosstown Water Line and Miscellaneous Water Lines project (CIP) in Coppell. Reference is made to our letter of Septe~er 27, 1988 to Jay Chester of ABQ and Jerry Parche's letter of Nove~er 14, 1988 to Ginn, Inc. of which you were copied on. As follow-up to previous correspondence, the following issues and/or re~ests aurrently are: 1. Pro-rata sh&re of costs and when they are due to the City for both the extension of the 16" water line under Denton Tap Road and Par~ay Blvd. (west) and for the extension along Parkway Blvd. ~4)~~a~ c,tv o~ ~ 2. ABQ re~ests extension of a 12" main under Par~ay Blvd. to the South property line at the Heartz Road/Parkway Blvd. intersection. ABQ requests 10 other stubout or extensions to their property line from the proposed Line C. 0~ ~3~. u~e ABQ requests any existing landscape and irrigation facilities along this route be either protected during construction or restored to its original condition immediately after the construction. 5.~ ABQ wants our Line C plans to reflect the Parkway Blvd./ABQ . property line on the construction drawings. 6. Please review these recommendations and either follow-up directly with Jay Chester/Jerry Parche or upon your direction we shall pursue these issues with them further. Since these issues involve financial obligations or commitments between ABQ/Univest and the City of Coppell, we did not feel we should pursue it any further until so authorized to act on the City's behalf. In response to item 1, the following pro-rata share of costs has been identified by our firm. a) Extension of 16" water line across Denton Tap Road & Parkway Blvd. (west) = $47,077.00 (total) ABQ (cost for 12") = $35,307.75 City (cost to oversize to 16") $11,769.25 Extension of 16" water line along Parkway Blvd. = ABQ (61.43%) = Unlvest (10.64%) = y (27.93%) = $104,351.50 (total) $64,103.13 $11,103.00 $29,145.37 Note that all costs are based on unit prices submitted by the successful low bidder on the 24" Crosstown Water Line and Miscellaneous Water Lines project. The pro-rata shares were determined based on frontage to Parkway Boulevard. These prices do not include the requested 10 additional stubouts to ABQ's property line or the extension at Heartz Road under Parkway~O~' Boulevard (only the cost of a 12" stubout and valve at Heartz/Parkway Boulevard intersection is included in these figures) . Regarding when these pro-rata reimbursements are due, per the Univest/City/ABQ Development Agreement, these refunds are due at the time the properties develop. Therefore, the reimbursements should be due at this time since ABQ has requested the extensions across Denton Tap and Parkway Blvd. and since both Univest and ABQ are desiring to begin development of Heartz Road. In response to items 2 and 3, we recommend that upon ABQ escrowing the funds to the City of Coppell for the stubouts and extensions requested, these additions to the project could be made via a change order. In response to item 4, this request is already covered in the plans and specifications. In response to items 5 and 6, we will make the addition to the plans requested and shall forward a set of plans to Mr. Parche for his use. Please advise us at your earliest convenience how you wish to proceed on these issues. For additional background information, we have enclosed copies of the bid tabulation for Line C, a project location map, and the Univest/City/ABQ Development Agreement.
