Dear Mr. Sieb:
On behalf of the congregation of Rejoice Lutheran Church, we respectfully
request that thc City of Coppell waive all water and sewer impact fees and
assessments for the paving of Sandy Lake Road in connection with platting
and development of our new church. The new church site will be located on
3.92 acres in the Alfred Logsdon Survey, Abstract No. 783 (north of Sandy
Lake Road and 630 feet east of Lodge Road).

In response to the comment of the Development and Review Committee, we at Rejoice
Lutheran Church respectfully request a waiver fi.om the requirement to construct solid
masonry screening fences on the north and west property lines. The reasons that we seek
this waiver are due to th,,et, c.~o~ of the fence; that there is akeady an eight foot screening
fence on the north side t~ll~'property; our desire to keep the property open, visible and
accessible; and the desire to keep our options open as the property to our west develops.

COMPREHENSIVE PLAN: The Plan shows single-family uses as most appropriate here.
ANALYSIS: This request to plat runs in conjunction with the SUP zoning case, and many of
the same comments apply to both processes. In addition, there were some concerns regarding
drainage and provision of escrow. In a letter which accompanied the platting application
(attached) the church is asking that the escrow be waived as well as sewer-water impact fees.
Staff has consistently recommended that no fees be waived. In that the Commission can not
waive fees-this is a responsibility delegated to only the Council--it cannot be granted at
Commission level.
Therefore, staff recommends approval of the preliminary plat provided drainage problems are
resolved prior to final plat submittal, and no fees be waived.

Public Hearing and approve the replat of River Ridge Addition to add landscape common area
//5 and drainage easement (15' wide and 1,995' long), located at the southwest comer of Sandy
Lake Road and Riverchase Drive, next to the DP & L easement, at the request of R.B.R.
Properties, Inc. Councilmember Mayo seconded the motion; the motion carried 6-0 with Mayor
Pro Tern Robertson and Councilmembers Alexander, Watson, Reitman, Mayo, and Sheehan
voting in favor of the motion.

PUBLIC HEARING: Consideration and approval of S-1086, R~oice
Lutheran Church, zoning change from SF-12 (Single Family -12) to SF-12-
S.U.P. (Single Family-12, Special Use Permit to allow construction of a church
to be located on the north side of Sandy Lake Road, approximately 600' east
of Lodge Road, at the request of Halff Associates, Inc.
Gary Sieb, Director of Planning and Community Services, made a presentation to the Council.
Mayor Morton opened the Public Hearing and asked for those persons wishing to speak against
this proposal. There were none. The Mayor then asked for those persons wishing to speak in
favor of this proposal. Kenneth W. Hovland, Applicant, 720 Michelle Place, Pastor of Rejoice
Lutheran Church, addressed the Council. Mayor Pro Tem Robertson moved to close the Public
Hearing and approve S-1086, Rejoice Lutheran Church, zoning change from SF-12 (Single
Family-12) to SF-12-S.U.P. (Single Family 12-S.U.P), subject to the Applicant working with
homeowners on maintenance of the fence on the north side and waiving of the screening wall
requirement on the western boundary of the property. Councilmember Sheehan seconded the
motion; the motion carried 6-0 with Mayor Pro Tern Robertson and Councilmembers Alexander,
Watson, Reitman, Mayo, and Sheehan voting in favor of the motion.

Consideration and approval of Rejoice Lutheran Church, Preliminary Plat,
to be located on the north side of Sandy Lake Road, approximately 600' east
of Lodge Road, at the request of Halff Associates, Inc.

on Churches waiving escrow fees for road assessments. Mayor Pro Tern Robertson moved to
approve Rejoice Lutheran Church, Preliminary Plat to be located on the north side of Sandy
Lake Road, approximately 600' east of Lodge Road at the request of Halff and Associates and
to wive the paving assessment for Sandy Lake Road. Councilmember Reitman seconded the
motion; the motion carried 6-0 with Mayor Pro Tern Robertson and Councilmembers Alexander,
Watson, Reitman, Mayo, and Sheehan voting in favor of the motion.
