Peninsulas/PP-CS 940318Carter ;; Burgess Consultants in Engineering, Architecture, Planning and the Environment March 18, 1994 Ms. Tayron Bowman City of Coppell 255 Parkway Boulevard Coppell, Texas 75019 Reference: Variance Request for Preliminary Plat MacArthur Park Subdivision, Coppell, Texas Project No. 93326601D Dear Ms. Bowman: In regard to the above referenced subdivision, the following variances are requested to be considered at the forthcoming public hearing: Cul-de-sac length - These properties are entirely surrounded by water and have limited frontage along the MacArthur Boulevard. Only one median opening has been constructed and is available. Therefore, due to the configuration of the property, the maximum cul-de-sac length is requested to be waived. Alleys - Of the 52 lots shown on the preliminary plat, 33 lots abut the creek; 4 of these 33 lots also abut MacArthur Boulevard. Four more lots back up to MacArthur Boulevard. Thus, 37 lots are either affected by the creek or MacArthur Boulevard. Furthermore, the site is highly vegetated and the construction of alleys would further contribute to tree destruction. Therefore, a waiver of alleys is requested. Landscape Easement - Approximately 300-feet of frontage exists between the two bridges on MacArthur Boulevard. Furthermore, 5:1 slope embankments have been constructed adjacent to the MacArthur Boulevard right-of-way and in some cases, the road is approximately 4-feet above the natural ground of the adjacent property. It has been discovered that should the screening wall be located 15-feet back of the right-of-way, approximately 2-feet of the wall would exist above curb elevation. Also, the sidewalks along the bridges on MacArthur Boulevard are located well within the right-of-way limit. Therefore, in order to maximize the effectiveness of the screening wall and to properly align the sidewalks between the two bridges, it is requested that the screening wall be placed approximately 15- feet back-of-curb along MacArthur Boulevard adjacent to MacArthur Park subdivision. The appropriate easement has been shown on the plat. The levee north of this property is approximately elevation 461. The property north of the levee within Vista Ridge is approximately elevation 451. The bottom of the levee slope on the north side of the levee is approximately 300-feet away from MacArthur Park and lO-feet below the top of the levee. Therefore, adequate screening and buffer distance is available for the protection of the residences in this proposed subdivision. I hope this will address any questions you may have.
