Citizens, Board and Commission appointees, Council members, as well as the general citizenry, have expressed concern with your property. As a point of information, we receive more comments regarding the condition and status of this development than any other single parcel in the City. One of the reasons for its increasingly alarming appearance is, of course, the fact that the center is vacant and has been for some years. Because of our concern for the viability of the structure, we would offer to assist you in marketing it to a successful new owner or establishing some new leaseholds. If you feel such action would encourage activity on the property, we would be happy to discuss it with you. We have been told that the property could be purchased, but we further understand a purchase price between you and potential purchasers has not been successful. As we review our most recent appraisal data (January of 2002), the Dallas County Appraisal District has placed a value of approximately $3.3M on the center. In comparing this data with other local shopping centers, and accounting for its vacancy, the Appraisal District values appear fair and reasonable. Absent a successful marketing or sales endeavor, I advise you that we are beginning a more rigorous code enforcement program within the City, and your shopping center is one of the properties we will review for code compliance. We are sure you will agree that structures that meet our development codes are much more attractive to citizens, as well as potential tenants, and by focusing on the structural integrity of properties in the City, the result will be a much safer, healthier environment for all our citizens. Such action will also help to preserve and enhance property values. Any violation would, of course, warrant expeditious correcting.
