TRANSPORTATION: DeForest Road is a two-lane undivided residential street contained in a 40 foot right-of-way. SURROUNDING LAND USE & ZONING: ATTACHED TO C.C. PACKET II North- South - l:aat - Denton ,Creek; "A" Agriculture Raintme Subdivision; "PD-137," Planned Development Stratford Manor, "PD-161, SF-12" Planned Development, Single Family 12 City of Coppell Service Center; "A" Agriculture Item # 13 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for single family residential. DISCUSSION: Per Section 39-1, of the Zoning Ordinance, Creation of Blglding Site prior to the issuance of a building permit, the site must be established by a lot which is a part of a approved final plat. Therefore the purpose of this pht is to allow the development of a single family home under SF-ED District This is a minor plat, creating one single family lot, with 50 feet of frontage on DeForest Road. The PD Conditions and the required easements are reflected on the plat as follows: 1. The lot shall have not have an alley. 2. A gated entrance shall be permitted with a KNOX override for emergency access. 3. The driveway shall be constructed within a 24 foot fire lane easement. 4. The driveway shall be 12 foot wide with a dust- less surface (asphalt, at a minimum) constructed to bear the weight of 40,000 pounds of emergency equipment. The driveway shall be designed to preselwe as many trees as possible. 5. The residence shall have a sprinkler system which shall be equal to ~NFPA- 13R 6. In the event that the sprinkler system is abandoned or is otherwise rendered useless, a 6' thick, 24' wide concrete fire lane with sub-grade, shall be constructed on the property 7. A grinder system which will connect to existing underground sewer system. 8. A 20 foot wide hike and bike trail easement will be required though this property for the continuation of the Denton Creek Trail. RECOMmeNDATION TO THE PLANNING AND ZONING COlVflVflSSION: Planning ~ recommends approval subject to 1. PD Conditions to be revised on the Minor Plat as indicated above, and be consistent with the PD Conditions on the Zoning Exhibit and Site Plan 2. Building lines must be shown on the pht. 3. Dedication of .042 acres (36.77 feet in width), for DeForest Road. 4. The proposed driveway needs to be at or above the floodplain as per the City's Floodplain Management Ordinance. 5. Documentation must be provided that permission has been granted to install water line. Item # 13 6. The proposed 10' water easement needs to be labeled as a private easement to St. Andrews Manor. ALTERNATIVES: 1) Recommend approval of the request. 2) Recommend di~pproval of the request 3) Recommend modification of the request ATFACHlVIF~NTS: 1) Engineering Department Comments 2) Item # 13 The City of Coppell will have no responsibility for maintenance for the floodway or floodplain areas as shown. The maintenance for these areas shall be the sole responsibility of the individual lot owners adjacent to said areas. These areas to remain free of improvements that may obstruct the flow of storm water and protected from potential erosion by the owners. No fences will be allowed in the floodplain along with any other structures as per the City's floodplain ordinance.
