Approximately 11.8 acres of property. CURRENT ZONING: PD-186R2 (Planned Development-186R2) REQUEST: Replat to allow the construction of an approximate 158,000 square- foot building. Central #1000 Dallas, Texas 75206 972-235-3031 FAX 972-235-9544 HISTORY: On September 12, 2000, City Council approved a Conceptual Planned Development District (PD-186-LI) for industrial uses to allow the development of seven office/warehouse facilities on approximately 143 acres of property. Also approved was a f'mal plat for this property to allow the construction of the extension of Freeport Parkway from Bethel Road to Ruby Road. Page 1 of 3 Item #7 On January 9, 2001, City Council approved a Detail Plan and Replat for Tract 4 and 4X of this PD. Part of this approval was a condition to prepare a tree mitigation plan. In October 2001, City Council approved a reduction of parking required for warehouse uses on Tract 1 from one space per 1,000- square feet to one space per 5,000-square feet; allowed for additional monument signage; and attached a tree reparation/landscape plan to the PD. TRANSPORTATION: The construction of Freeport Parkway is complete through this property as a C4D/6 four-lane divided thoroughfare built in a six- lane (120-foot) R.O.W. Bethel Road is proposed to be a C4D, (four- lane divided street within a l l0-foot R.O.W) west of Freeport Parkway. East of Freeport Parkway, Bethel Road is a C2U, two-lane undivided road within 50 feet of right-of-way. SURROUNDING LAND USE & ZONING: North- vacant land; PD- 186R2-LI South - Minyards; LI (Light Industrial) East - Light Industrial building; PD 186R (Tracts 4 and 4X) West - vacant; PD-185-LI (Light Industrial) Tradepoint COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for office, showroom, light industrial and warehousing uses. DISCUSSION: As discussed in the History section, this entire PD was platted as the Duke- Freeport Addition to allow for the construction of Freeport Parkway through this 143-acre tract. As individual tracts are prepared for development, they are required to be replatted to define the physical boundaries of the individual sites and to provide for needed utility and fire lane easements. This particular tract will be Lot 5, Block A, of the Duke-Freeport Addition. The locations of the fire lanes coincide with those on the site plan; however, there appears to be discrepancies between the utility easements along Freeport Parkway on the site plan, landscape plan and plat. Assuming that the easements on the plat are correct, then the other sheets need to be revised to be consistent. As detailed on the attached comments from the Engineering Department, there is also data missing from the Curve Data Table. Page 2 of 3 Item #7 RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of the Replat for Lot 5, Block A, of the Duke-Freeport Addition, subject to the following conditions: 1) Two 20'x20' utility easements are being shown along Freeport Parkway. This is inconsistent with the site plan sheets. Make all necessary corrections. 2) C22 has been changed to C44 and still is not included in the curve table. Add curve data to the table. 3) Provide TXU easements. ALTERNATIVES: 1) Recommend approval of the request. 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
