HISTORY:
The northern portion of Lot 1 and all of Lot 2 were previously platted as
St. Ann Catholic Church Addition, and the southern portion of Lot 1 was
platted as Georgetown Plaza. Please see attached exhibit. On June 17,
1993, the Planning Commission denied the replat of this parcel because
the applicant failed to meet all platting requirements.

TRANSPORTATION: This site is adjacent to Sandy Lake Road, which is presently a
2-lane asphalt roadway with plans for expansion to a 4-lane divided road
within 110 feet of right-of-way.
SURROUNDING LAND USE & ZONING:
North - Single-Family use; SF-9 zoning
South - Single-Family use; PD SF zoning
East - Single-Family use; SF-9 zoning
West Commercial & Vacant; C Zoning
COMPREHENSIVE PLAN: Commercial for the southern portion of the property (Georgetown
Retail Center) and the northern piece to develop as single-family.
ANALYSIS:
The purpose of this replat is to combine the new property that St. Ann's
Catholic Church recently acquired (the undeveloped land at the northwest
comer of Sandy Lake Road and Samuel Boulevard), with the present
facility into one lot, and create lot 2 where the existing Georgetown
Shopping Center is located. Each of the parcels is presently platted under
separate names; the church property (the northernmost property) is platted
under the name of St. Ann Catholic Church Addition, and the retail
shopping center (the southernmost property) exists under the name of
Georgetown Plaza.
Our initial concerns which resulted in denial of the plat in June related to
four issues:
1. sidewalks along Samuel Boulevard - they still do not want
to provide them;
2. landscaping - the attachment meets our streetscape
requirements;
3. fire lanes - they are in the process of promoting a fire lane
around Georgetown Center, and
4. right-of-way - existing right-of-way shows on revised
replat.
Staff would point out that the provision of sidewalks along Samuel
Boulevard are still desirable. We would also point out that additional
right-of-way along Sandy Lake Road may be required if Council accepts
the concept of the ALLWAYS program. Engineering would request that
an additional 5-foot dedication be provided along Sandy Lake Road in
anticipation that the ALLWAYS program will be endorsed by Council.
With sidewalks and the additional fight-of-way, the applicant would abide
by our platting requirements, even though eventual use of the property
cannot be determined at present.

Mayor Morton opened the Public Hearing and asked for those persons wishing to speak in favor
of this proposal. There were none. He then asked for those persons wishing to speak in
opposition of this proposal. Again, there were none. Mayor Morton then closed the Public
Hearing. Mayor Pro Tem Robertson moved to approve a replat of Gateway Business Park, Lots
1 and 2, Block 2, located at the northwest corner of Freeport Parkway and Gateway Boulevard.
Councilmember Watson seconded the motion; the motion carried 7-0 with Mayor Pro Tem
Robertson and Councilmembers Weaver, Stably, Watson, Reitman, Mayo, and Garrison voting
in favor of the motion.

Public Hearing: Consideration and approval of a replat of Park West
Commerce Center, located at Beltline Road at Airline Drive, at the request of
Albert Halff and Associates.
Gary Sieb, Director of Planning and Community Services, made a presentation to the Council.
Mayor Morton opened the Public Hearing and asked for those persons wishing to speak in
opposition of this proposal. There were none. He then asked for those persons wishing to speak
in favor of this proposal. Bill Dalton, 700 Pacific Avenue, representing the developer spoke in
favor of the replat. Mayor Morton then closed the Public Hearing. Couneilmember Mayo
moved to approve a replat of Park West Commerce Center, located at Belfline Road at Airline
Drive. Mayor Pro Tem Robertson seconded the motion; the motion carried 7-0 with Mayor Pro
Tern Robertson and Councilmembers Weaver, Stably, Watson, Reitman, Mayo, and Garrison
voting in favor of the motion.

closed the Public Hearing. Councilmember Stahly moved to approve the replat for St. Ann
Catholic Church Addition, located at the northeast corner of Sandy Lake Road and Samuel
Boulevard and to delay sidewalks to be put in when the property is developed and authorize the
Mayor to sign. Councilmember Mayo seconded the motion; the motion carried 7-0 with Mayor
Pro Tern Robertson and Councilmembers Weaver, Stahly, Watson, Reitman, Mayo, and
Garrison voting in favor of the motion.
16.
Public Hearing,: Consideration and approval of a replat of Lake Park
Addition, Blo~k E, Lots 10-15 and 17-25, located west of MacArthur
Boulevard, along DeForest Road and Lake Park Drive, at the request of
Dowdey Anderson Engineers.
Mayor Morton presented a letter to Council from the applicant requesting that this item be
withdrawn. Mayor Morton also stated that Councilmember Reitman had filed a formal affidavit
asserting a conflict of interest and that his abstention would not be counted as an affirmative
vote. Councilmember Mayo moved to deny a replat of Lake Park Addition, Block E, Lots
10-15 and 17-25, located west of MacArthur Boulevard, along DeForest Road and Lake Park
Drive. Mayor Pro Tem Robertson seconded the motion; the motion carried 64) with Mayor Pro
Tem Robertson and Councilmembers Weaver, Stahly, Watson, Mayo, and Garrison voting in
favor of the motion.
