Dear Mayor & the members of The City Council of the City of Coppell,
I represent Vista Partners, successor in interest to L&N Land Corporation, the
current owner of approximately 16.7 acres of land located in Coppell along the east
side of MacArthur Boulevard which is the subject of the above-referenced rezoning
case. This letter is to formally advise you of our objection to the rezoning.
In connection with the rezoning, it has come to our attention that the City of
Coppell is considering a prohibition against single-family development within an
approximately 400 foot strip adjacent to the TU Electric power line right-of-way.
Please be advised that we also object to any such prohibition on the grounds that it
would be an arbitrary and capricious act without legal or scientific basis. Moreover,
such a prohibition, when coupled with the rezoning, constitutes a clear "inverse
condemnation" of the affected property for which we will seek compensation
together with additional compensation for a diminution in value to the remainder
of our property.

The City Council of the City of Coppell will hold a public hearing, Case #ZC-553(CH), on the
12th day of April, 1994, at 7:30 p.m., in the Coppell Town Center, for consideration of a
zoning change as outlined by Section 44-2 of the Coppell Zoning Ordinance. Sect/on 44-2
regulates any amendment, supplement, or change to the boundaries of zoning districts. This
public hearing has been called to consider a change in zoning from TH-l, MF~I and MF-2 to
any appropriate zoning district classification includtng, but not limited to, SF-7, SF-9, SF-12,
SF-18, SF-ED, MF-1 and/or O. The property is generally described as follows: Located on
two tracts of land, Tract A located along the east side of MacArthur Boulevard, north of the TU
Electric right-of-way line on a total of approximately 30 acres of land. Tract B is located along
the east side of MacArthur Boulevard, approximately 500 feet north of Riverchase Drive and
southeast of the TU Electric right-of-way line, on approximately 21 acres of land, and as shown
on the attached map. All interested citizens of the City of Coppell and other parties of interest
are invited to attend this public hearing and participate in the same. Any citizen of the City or
other party of interest may also express his or her opinion conceming the proposed zoning
change request by letter addressed to the City of Coppell Planning Department, 255 Parkway
Boulevard, Coppell, Texas 75019.
