SIZE OF AREA: 4.25 acres; 22,995 s.f. existing strip center CURRENT ZONING: R (Retail) REQUEST: Preliminary Plat and Site Plan approval. TRANSPORTATION: Sandy Lake Road is proposed to be a C4D 4-lane divided collector street within a 95'-wide right-of-way at this location. Moore Road is an existing C2U 2-lane undivided collector street built to standard within a 60'-wide right-of-way. Item # 9 SURROUNDING LAND USE & ZONING: North - South - East - West - vacant; C day care center; R single-family residential development; PD-SF-7 single-family residential development; SF-12 COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for neighborhood retail. DISCUSSION: The purpose of platting the property is to obtain a building permit to expand the capacity for parking at the existing shopping center. In connection with fding the plat, the applicant is providing 10 feet of right- of-way to accommodate the widening of Sandy Lake Road and closing one driveway entrance to Sandy Lake Road. The parking lot expansion shown on the site plan complies with current City standards. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Planning staff recommends approval of the preliminary plat subject to the following conditions: 1) Retitling the plat to reflect that it is a preliminary plat. 2) In lieu of a letter requesting the variance, placement on the face of the plat of a notation that existing overhead utilities on the property frontage is a variance from Section V, Appendix C, of the Subdivision Ordinance. Planning staff recommends approval of the site plan.
